GENERAL DESCRIPTION: Performs highly complex (senior-level) data analysis, configuration and data research work related to agency financial applications and business processes. Work involves conducting detailed analysis of and extensive research on data, providing results and reports, and monitoring data quality. May supervise others. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:
1. Develop goals/objectives and oversee the detailed reporting of financial information of the agency, not limited to expenditures, encumbrances, pre-encumbrances, revenues, or other information as requested.
2. Coordinate the planning, design, development, implementation, support, and maintenance of agency dashboards, primarily utilizing Tableau or Salesforce or other Financial Software applications.
3. Lead report/ dashboard development projects to completion with minimal guidance and document the process related to the dashboard implemented.
4. Compiles financial data using advanced processes while interpreting the results to identify discrepancies and or anomalies with the data and research implied logic to ensure accuracy of information utilized by agency leadership.
5. Oversee the query development/deployment as well as identification of errors and production related issues to the agency financial applications as directed. Run, create and update queries to gather appropriate financial data for routine and/or adhoc purposes. Prepare concise, comprehensive financial reports to present and interpret data, identify alternatives, and make and justify recommendations.
6. Develop and deploy queries to identify errors and production issues in agency applications. Develop standard reports and adhoc queries to interpret data.
7. Coordinate agency financial innovation discussions to continue to streamline and automate financial business processes to improve transparency and visibility.
8. Guide the selection of data management tools, the development of standards, usage guidelines and procedures for those tools. Define, develop, and implement data standards.
9. Provide advanced user assistance to all agency personnel by analyzing issues, testing financial business processes changes, triaging all user requests and all modules in the agency’s financial applications. This includes testing all functionality, change notices, maintenance upgrades, outages, and communicating as needed.
10. Analyze and resolve agency financial application issues to ensure all appropriate workflows and functionality are operational.
11. Coordinate the training of agency staff prior to the implementation of all agency financial applications (Tableau, Salesforce or other Financial Software app) and or business processes. Define and provide technical and/or other expertise related to computer systems and offer advice or guidance during the implementation of financial process related to the agency financial systems which includes development of job aids and other training documentation.
12. Coordinate the planning, design, development, implementation, support, and maintenance of financial information and ensure technology security measures are in place to safeguard departmental information.
13. Support all external interfaces to the agency’s financial applications to ensure stability. Maintain current, Tableau, Salesforce, and other financial environments for all existing business processes and continue required testing for system-wide upgrades and deployments. Maintain legacy application support if required or requested.
14. Coordinate and/or participate in the development and execution of financial enterprise level strategies and technical direction, including establishing processes and procedures for executing and maintaining financial technology road maps.
15. Maintain day-to-day operations of Tableau, Salesforce or other financial application functionality for the agency.
16. Coordinate studies and the preparation of reports that include study findings, recommendations, and instructions for proposed system implementations; formulate logical descriptions of problems; and devise and implement optimum solutions related to the agency financial application.
17. Coordinate projects that cross functional agency systems and other state entities that require coordinating, planning, and scheduling during project development and implementation stages.
18. Develop and implement strategic planning actions and policy decisions related to the agency financial systems and make recommendations concerning the direction related to the agency financial systems.
19. Develop, analyze, and revise systems design procedures, program lines of code, test procedures, and quality standards related to the agency financial systems. Attend meetings as directed.
20. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
21. Perform other duties as assigned.
GENERAL QUALIFICATIONS and REQUIREMENTS:
Education – Graduation from a standard senior high school or equivalent is required. Graduation from an accredited four-year college or university with major course work in Computer Science, Computer Information Systems, Management Information Systems, or a related field is preferred.
Experience – Minimum of (5) years’ experience performing progressively responsible work in financial systems or closely related fields or activities (advanced query writing, business intelligence, database skills, data mining); including three (3) years in Technical Support or other financial systems is required.
Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.
Licensure and/or Certification – Must possess a valid driver license from state of residence.
Financial Knowledge – Analyzing facts, data, and narrative reports. Plan, organize and analyze financial information. Analyze problems, identify causative factors and elements in financial system problems, apply actions to effectively resolve, prevent recurrence of problematic conditions, and present alternative solutions that may be effective for problem resolution.
Technology – Considerable knowledge of the capabilities and limitations of Customer Relationship Management (CRM), Enterprise Resource Planning (ERP) software and/or automated systems (CAPPS) or Business Intelligence reporting systems such as Tableau, Salesforce, Business Objects, or similar systems as a means of processing, recording, and reporting financial transactions. Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems.
Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers. Must demonstrate DPS’ core values: Integrity, Excellence, Accountability, and Teamwork.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations and/or communications to a variety of audiences and/or individuals.
Research and Comprehension – Skill in coordinating and solving problems; in developing reports or revising reports; in scheduling, testing, installing, and implementing programs; and in troubleshooting computer systems. Must demonstrate ability to quickly and efficiently access relevant information and be able to utilize and/or present research and conclusions in a clear and concise manner.
Analytical Reasoning/Attention to Detail – Ability to analyze systems and procedures; to write and revise standards and procedures; to handle multiple projects; to communicate effectively; and to plan, assign, and/or supervise the work of others. Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.
Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.
Schedule and Travel – Availability for after-hours and weekend work is required. This position may have the ability to telecommute based on the needs of the division/agency. Travel up to 5%.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.
A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.
Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
