GENERAL DESCRIPTION: Perform advanced (senior level) database administration work. Provide direction and guidance in strategic operations and planning; provide for the effective and efficient storage, retrieval, customization, and archiving of data ensuring integrated database systems; plan, develop, and implement database policies and procedures; and maintain and verify data integrity. May assign and/or supervise the work of others. Work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Oversee the design and maintenance of database structures and develop policies and procedures designed to ensure the integrity of the database environment(s) on premises or in the cloud.

2. Oversee the evaluation of database software packages for potential acquisition.

3. Develop and review policies and procedures to guide in the use and acquisition of database software and resources.

4. Oversee logical and physical data modeling, evaluate relational database models, and review physical data models created from logical data models.

5. Coordinate and oversee migration to new data management system software levels and ensure that appropriate testing and validation are completed.

6. Design, recommend, and implement procedures necessary to save and recover databases from hardware and software failures.

7. Evaluate and review database performance monitoring, implement efficiency improvements, and modify existing databases and database management systems.

8. Recommend and implement necessary database security standards and controls.

9. Assess future information requirements and develop goals and objectives for the improvement and use of an efficient and cost-effective database system.

10. Develop budgets for database management systems.

11. May assign and/or supervise the work of others.

12. Attend work regularly and observes approved work hours in accordance with agency leave and attendance policies.

13. Perform other duties as assigned.


Qualifications


GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from an accredited four-year college or university with a major in Computer Science, Information Technology, or a related field is required.

Experience – Minimum of four (4) years’ progressively responsible experience in Extract Transform Load development is required. Minimum of four (4) years’ experience in Data Modeling is required. Minimum of eight (8) years’ experience in relational databases. Experience in DB2 is required. Experience in MySQL, SQL Server and PostgreSQL is preferred.

Have hands-on experience in a multitude of domains; including, but not limited to; 24 x 7 x 365 enterprise and cloud database infrastructure design and management, security, business continuity, disaster recovery, big data, data warehousing, business intelligence, predictive analytics, database design, database tuning, application optimization, application design, resource provisioning, virtual computing and storage, enterprise data storage and backup, incident tracking, change management, and general database administration.

Substitution Note: Additional work experience of the type described or other related education may be substituted for one another on a year-for-year basis.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Critical Organizational Infrastructure requirements – This job may be responsible for conducting research on, working on, or having the ability to access critical organizational infrastructure; must be able to maintain the security and integrity of the infrastructure related to this role. Additionally, and more specifically, must not be employed by nor have any connection or continuous connections to any governmental entity or political apparatus of a country listed in 15 C.F.R. §791.4.

Regulatory Knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Supervisory/Managerial/Leadership skills – Knowledge of management and supervisory methods and principles, performance and productivity standards, and fiscal/budget management. Able to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Must exhibit integrity; provide clear direction to subordinates; promote teamwork and be able to motivate others to accomplish goals.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems. Must have the ability to identify and provide data driven solutions to new and existing department procedures.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must be able to effectively communicate knowledge of technical applications, concepts, principles and theories in databases in technical and non-technical terminology.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Must have strong knowledge of, or be proficient in:
  • Database structures, software, policies and procedures, modeling;
  • Database creation, coordination, support and oversight;
  • Database backups, recover/restores, re-orgs, performance monitoring, security, and documentation;
  • Relational databases, DB2, MySQL, SQL Server and PostgreSQL;
  • Elevated query language skillset, ability to code in SQL;
  • Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule - Availability for after-hour and weekend work is required.
