GENERAL DESCRIPTION: Perform complex (journey-level) consultative and technical assistance work for Public Information Requests (PIR), Record retention, and as needed Blueteam and IAPro. Work involves maintaining and monitoring the database and access controls of the systems and providing technical assistance to DPS staff. May train, lead, and/or prioritize the work of others. Work under general supervision, with moderate latitude for the use of initiative and independent judgment.

The following Military Occupational Specialty codes are generally applicable to this position.
ESSENTIAL DUTIES/ RESPONSIBILITIES:
  • Collaborate, and/or prepare administrative reports, forms, and studies and perform specialized research projects, and make recommend appropriate changes.
  • Perform a variety of technical training, research, planning, policy, program assessment, and administrative activities of PIRs, record retention.
  • Monitor the compliance with policies/procedures, statutes and rules, and take corrective actions as needed; including OIG and the Department compliance for IAPro and Blueteam for PIR and record retention.
  • Monitor and manage PIRs and record retention database quality to ensure that the programs deliverables are acceptable and fulfill the terms of the agencies goals and specifications.
  • Serve as a liaison with agencies and internal programs to explain PIRs, record retention and agency requirements (IAPro and Blueteam storage for files).
  • Assist with the delivery of consultative services and technical assistance related to planning, implementing, and monitoring of PIRs and record retention (files stored in IAPro and Blueteam).
  • May consult with public/private agencies involved in PIRs and record retention to resolve problems, identify training needs, and discuss PIRs and record retention effectiveness.
  • Monitor the collection, organization, analysis, and preparation of materials in response to requests for information, records retention and reports extracted from IAPro and Blueteam.
  • May assist in the development and implementation of effective techniques for evaluating PIRs and record retention, identify the need for new programs, and provide guidance to staff in development and integration. Determine trends and resolve operational problems.
  • May assist in the development and implementation of PIRs and record retention policies, procedures, manuals, and standards and plans PIRs and record retention activities in accordance with the OIG PIR and record retention objectives and goals.
  • Serve as primary contact for OIG PIRs and record retentions issue/policy. Receive incoming telephone calls, screens and handles, directs or elevates calls. Schedule and coordinate appointments and meetings. Greet visitors and responds to inquiries or refer to supervisor or appropriate designee.
  • May assist in preparation for PIR and record retention budget request.
  • Provide assistance to the Inspector General and OIG leadership group. Coordinate and evaluate filing, record-tracking and records management for OIG. May assist with the performance of a variety of training and administrative staff work implantation.
  • May train and provide guidance for the work of others when working with PIRs and record retention.
  • Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.
  • Perform other duties as assigned.


Qualifications

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education – Graduation from a standard senior high-school or equivalent is required.

Experience – Minimum of four (4) years’ of progressively responsible work experience performing complex administrative activities is required.

Substitution Note: Additional education may be substituted for the experience requirement on a year-for-year basis. Note: thirty (30) semester hours is considered equivalent to one (1) year of education.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures.

Interpersonal Skills – Must demonstrate an ability to exercise poise, tact, diplomacy and an ability to establish and maintain positive, working/professional relationships with internal/external customers.

Organizational and Prioritization Skills – Must be organized, flexible, and able to effectively prioritize in a multi-demand and constantly changing environment; able to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness or professionalism.

Presentation/Communication Skills – Must be able to construct and deliver clear, concise, and professional presentations to a variety of audiences and/or individuals. Must be able to write reports at the executive level for reports and correspondences. Use correct English grammar, punctuation, and spelling to communicate thoughts and ideas. Knowledge in responding to PIRs including invoicing and redacting. Performing transcriptions with minimal errors.

Research and Comprehension – Must demonstrate ability to quickly and efficiently access relevant information, and be able to utilize and/or present research and conclusions in a clear and concise manner.

Analytical Reasoning/Attention to Detail – Must demonstrate an ability to examine data/information, discern variations/similarities, and be able identify trends, relationships and causal factors, as well as grasp issues, draw accurate conclusions, and solve problems.

Technology (computers/hardware/software/operating systems) – Must possess appropriate levels of proficiency with utilized software and systems and be able to learn new software/systems. Demonstrated proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).

Confidentiality and Protected Information – Must demonstrate an ability to responsibly handle sensitive and confidential information and situations, and adhere to applicable laws/statutes/policies related to access, maintenance and dissemination of information.

Travel and/or Schedule – Must be able to work hours other than standard working hours as the need arises.

A DPS employee who is selected for a position in the same salary group and state title as their current position will be transferred with no salary change.

A DPS employee who is selected for a position in their current salary group with a new state title may receive
an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
