Summary:
The Duty First Editor will support the Offset Systems Group (OSG) JV’s contract efforts for the Support Base Services (SBS) contract to the United States Army Garrison (USAG) in Fort Riley, KS. OSG is a joint venture between OSS and Yorktown Systems Group, Inc. (YSG).
The Duty First Editor will provide services to the United States Army Garrison (USAG) and the 1st Infantry Division Public Affairs Office (PAO) at Fort Riley, KS. The Duty First Editor will support the Installation Management Command (IMCOM) who is responsible for providing support base services to the United States Army, which includes supporting Active Component (AC) deployments/redeployments and re-stationing, and Reserve Component (RC) mobilizations/deployment/redeployment and demobilizations. IMCOM accomplishes this mission through United States (US) Army Garrison staffs which have historically been augmented during surge mobilizations/deployments with RC soldiers that could only be ordered to remain on active duty for a limit period of time. As part of the Army’s long-term remedy, the Continental United States (CONUS) Support Base Services (CSBS) contract was awarded. The objective is that all Soldiers are satisfied with the service transition for Mobilizations and Demobilizations.
Specific duties may include, but are not limited to:
- Assist the Public Affairs Office (PAO) with timely, efficient support for complete news releases, in-depth news and feature articles, edit copy, design pages, media layout development, assumes responsibility for grammatical accuracy, clarity, completeness, appropriateness for intended audience, and conformity to established standard format guidelines of publication, IAW AR 360-1 and Associated Press (AP) Style Guide.
- Attend and coordinate both internal and external Public Affairs and 1st Infantry Division working groups for any major public affairs and or media related events that occur on or associated with Fort Riley.
- Coordinate, synchronize, oversee, report and brief (as required) on all command information requests and missions throughout Division and Garrison level.
- Plan, coordinate and assist government personnel in community-relations events, to include promoting, covering and marketing produced products.
- Establish working relationships with the Division, Garrison and other major Army Commands to ensure timely and accurate stories.
- Work with the government editor to adjust strategy of publication accordingly.
- Shall use computer applications, computer generated graphics, available software packages for innovative designs that are prepared camera-ready for reproduction.
- Shall assist the Division staff in providing media training for Soldiers and leaders.
- Perform archival functions to maintain the Divisions Audiovisual Information Library including cataloging and indexing all audiovisual products.
- Coordinate and assist in escorting and embedding process for media representatives requesting to enter Fort Riley to interview/cover 1st Infantry Division stories/events.
- Serve as the editor of the 1st Infantry Division Public Affairs Office’s online publications and shall provide other general editing services for the newspaper as well as other audio/visual formats as required.
- Provide tasking, coverage plans and assist in identifying topics and events for print news releases, web news articles and photojournalism as requested by the PAO, in-addition-to ensuring suspense times are met and all products meet the command intent.
- Shall coordinate with outside media outlets to assist in the widest dissemination of the 1st Infantry Division’s story.
- Serve as a journalist in the 1st Infantry Division Public Affairs Office and shall be responsible for all production elements of that office’s publications and/or printed materials.
- Support the PAO in providing hometown news release services.
- Perform various technical duties involved in communicating information through visual means.
- Shall practice good personal hygiene and maintain a clean and neat appearance; attire shall be appropriate for the applicable work environment, and shall be clean, neat and void of rips, tears, and holes. For safety reasons, open toe shoes are not allowed; footwear shall comply with mission and OSHA requirements.

Required Qualifications:
- Must have documented and relevant knowledge, skills, and experience as outlined in this announcement. A bachelor’s degree in journalism is preferred.
- Strong communicative and writing skills.
- Must be able to speak, write and read the English language sufficiently enough to perform the service requirements of this position.
- Must be able to communicate with Government military and civilian personnel.
- Must be able to perform basic addition and subtraction functions and have the ability to accurately report fire or other emergency conditions as required.
