About the role

This role is responsible for development and continuous improvement of digital learning offerings sponsored by QR HR-TD. It is required to develop and maintain partnerships with internal and external stakeholders, subject matter experts and global partners to ensure the delivery of quality products and services to highest standards and in line with best practices. Oversee planning, implementation and evaluation of digital and blended learning offerings using variety of instructional strategies and sound project management best practices.

Key Responsibilities:

§ Responsible for planning, managing, budgeting and evaluating digital learning and blended learning projects

§ Manage multiple complex learning projects simultaneously.

§ Provide coaching and technical expertise to support the team of designers and specialists.

§ Monitor projects related activities, milestone progress, overall efforts using sound project management practices.

§ Demonstrate clear understanding of costs overrun and effort spikes while planning the distribution of projects across the team members.

§ Collaborates with the Learning Technology and Skills teams to support the execution of project(s).

§ Responsible for managing the day-to-day relationship with global suppliers/partners for learning content development.

§ Manage stakeholders’ feedback for the end-to-end development cycle of any project and reports the hygiene of the project regularly to the management as and when required.

§ Measure and report the effectiveness of a learning program using Kirkpatrick and ROI/ROE models.

§ Responsible to conduct demand forecast assessments to gather requirements across QR Group and plans the budget and resources allocation accordingly.

§ Document the entire life cycle of a project with all details around costs, efforts, resources, and changes and feedback.

§ Responsible for providing operational strategy on how digital/blended learning can be improved within QR Group, keeping in line with the strategic goals of the organisation.

§ Partner with other business units to provide compliance and development framework, checklists and standards around digital/blended learning.

§ Conduct benchmarking activities for the current offerings of digital/blended learnings, participating regularly for global awards and recognitions.

§ Report and monitor the overall health and status of the learning programs to the management using data-driven approaches.

§ Collaborate with the relevant stakeholders and ensure proper marketing and awareness around program launch is managed.

§ Work with a global audience to solicit feedback and ensure programs are relevant and on target. Arrange for pilot group testing of all new or updated courses.

§ Ensure learning and performance objectives are appropriate to the audience and that the learning programs meet the learning and performance objectives.

§ Work closely with subject matter experts, development team to leverage core content and build effective learning programs.

§ Adhere to international standards of delivery and accessibility, and apply stringent quality assurance processes on the developmental process.

§ Build E-Learning that is SCORM compliant, follows industry standards and can be tracked by the QR-LMS.

§ Work with LMS team, IT or external vendor to resolve any technical issues with the web-based training course or its performance within the LMS

§ Research and implement new instructional strategies, researches emerging technologies and their application to learning.

§ Responsible for the design and development of dynamic instructional interactions and simulations to create interactive, engaging course content, simulations for software, tools etc.

§ Support the management for any critical, strategic projects to be launched by the department or the division.

§ Perform other department duties related to his/her position as directed by the Head of the Department.

Qualifications

About You

  • Bachelor's degree or equivalent with minimum of 6 years of job-related experience.
  • Experience in administering, creating and hosting e-learning programs and knowledge of content development tools such as Articulate, Camtasia and Captivate etc.
  • Experience in designing, developing e-learning courses and stand-alone e-learning presentations.
  • Experience in managing learning in multi-cultural environment.
  • Excellent command of English language.
  • Strong Project Management skills.
