The South Asia Region comprises six countries (Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka) that range in size from India (with a population of over 1 billion) to Maldives (with 0.3 million people). The region has experienced a long period of robust economic growth, averaging 6% a year over the past 20 years. It was the second-fastest growing region in the world in the aftermath of the global crisis. This strong growth has translated into declining poverty and impressive improvements in human development. The percentage of people living below the poverty line fell in South Asia from 56% to 16% between 1981 and 2013. Still, the region remains home to a third of the world’s poorest, with 216 million people living below $1.9/day.
The Environment Department (ENV), located within the World Bank’s Planet Practice Group has been established to deliver on the opportunities, benefits and outcomes offered by enhanced management of the environment and natural resources.
ENV provides expertise, technical assistance and financing to help low- and middle-income countries manage land, sea and freshwater natural resources in a sustainable way to help create jobs, improve livelihoods, enhance ecosystem services, decrease pollution and increase resilience to climate change. Over 360 ENV staff working across the globe help set developing countries on a clean, green growth trajectory for resilient economies and healthy communities.
The SSAE1 unit, covers three country units (India, Bangladesh and Bhutan, and Sri Lanka, Nepal and Maldives) and comprises around 30 staff, most of whom are based in Country Offices. The rest of the team is based in Singapore or Washington DC.
The Position
This position will be based in New Delhi, India, and will focus on air quality management (AQM). Locally recruited staff are remunerated on a local pay scale. The Air Quality Extended Term Consultant (ETC) will report to the Regional Manager, Environment for South Asia/SSAE1 based in Singapore.
The Air Quality ETC will provide technical support to design and support implementation of WBG operations in India on different aspects of AQM, including solutions to control air pollution emissions in key sectors. S/he will work in close collaboration with ENV teams under the Regional Air Quality Management Program in the Indo-Gangetic Plains and Himalayan Foothills.
The Air Quality ETC will report to the ENV Practice Manager for the South Asia Region (SAR) and work as part of the World Bank India Country Unit.
Job duties and responsibilities:
The Extended Term Consultant will provide environmental operational support to analytics and advisory services, new lending operations and implementation of ongoing projects/programs, including but not limited to:
- Provide technical support to design and implementation of AQM interventions that are part of WBG projects in India, including diagnostics of existing AQM infrastructure (such as monitoring network and laboratory capacity), technical and financial assessment of potential AQM and emissions abatement interventions; review and advise on detailed design of interventions, review of feasibility studies and other project-related documents; provide inputs to project design and supervision documents; review of technical specifications in procurement documents, among other tasks.
- Work in WB operations to ensure that clean air co benefits are properly incorporated in project design and analysis.
- Contribute to developing methodologies and training materials for Borrowers’ capacity building programs and participate in knowledge sharing, capacity building, workshop, and training activities to improve capacity.
- Support coordination of capacity development activities for Borrowers, update relevant documents, provide support to different WB teams engaged in capacity development, conduct training sessions to government officials and relevant stakeholders.
- Contribute to analytical study design and implementation, summarizing and communicating results in clear terms.

Selection Criteria
- Advanced degree (master’s or PhD) in environmental engineering or other relevant disciplines.
- 5 (five) years of proven, relevant experience in core AQM functions, such as emissions inventory development, source apportionment and chemical analyses, air quality and dispersion monitoring, modelling, forecasting, stack emissions monitoring, compliance assessment. International experience is an advantage.
- Demonstrates solid understanding of India’s air quality management policies, regulations, programs and financing mechanisms, and knowledge of good practices for air pollutant emissions control measures in key sectors – household cooking, power generation, transport, industry, and agriculture. Familiarity with air quality management approaches in other countries or regions is preferred.
- Experience in analytics and stakeholder engagement for policy formulation and design of AQM interventions in development program/projects.
- Experience in conducting and facilitating technical workshops and training sessions.
- Ability to work well with a range of stakeholders, including government officials, non-governmental organizations / civil society, private sector and development partners.
- Able to problem-solve around new topics, identify major issues, and synthesize (both verbally and in writing) complex issues and clearly summarize key points and questions.
- Creates an environment where respect, tact, and consideration for all cultures are used in all communication.
- Professional level fluency in English and Hindi required.
- Communication Skills: Excellent writing and communication skills in English and Hindi, Strong interpersonal communications skills.
- Ability to effectively communicate and present information in a clear and organized manner and provide guidance to the Bank and clients’ teams and working in a multi-cultural environment and inter-disciplinary teams.
- Ability and willingness to travel frequently to project sites is required.
- A drive for results while working with limited supervision and under tight timelines.
