Position Summary & Responsibilities
Position Summary:
This position will lead, direct and supervise the KDOC Enforcement, Apprehension and investigation (EAI) Division, including facility and field operations, acting as liaison between other KDOC divisions / sections and outside agencies, and providing logistical support as needed.
Duties are complex in the scope of general and actual practices. The incumbent directs, assigns, supervises, and /or assists in criminal, personnel, and internal investigations and keeps current records and statistics of these investigations, ensuring that those activities are conducted in accordance with laws, regulations, department policy and procedures and good investigatory practice.
Ensures the EAI Division utilizes best practices in the collection, analyzing, and dissemination of intelligence. Monitors activities on the part of the staff assigned to ensure the development of actionable intelligence to proactively address undesirable activity within KDOC facilities and parole regions.
Job Responsibilities may include but are not limited to the following:

LEADERSHIP AND SUPERVISION: This position provides leadership and direction to the division and supervises schedules, directs, and evaluates the work of the EAI Deputy Directors, the EAI Parole Supervisor, and two EAI Intelligence Analysts. Makes assignments convening investigations, which may include minor infractions of department / facility policy or state law and/or major felony crimes, and property loss or damage. Reviews investigation case reports for accuracy and consistency with policies. Formulates policies and procedures and interprets the application /implementation of the same; ensures that the work performed complies with laws, regulations, and agency policy and procedures.
DEVELOPMENT: Determines the procedure to be employed in investigations and the timing of request for assistance from local, state and federal law enforcement agencies, county /district attorneys, etc. Develops policies, procedures and operational methods regarding investigations and special agent duties and responsibilities, and audits operations to ensure that those policies meet the expectations of the department. Recommends and monitors expenditures for the investigation program. Assists in the development of, and responsible for management of the EAI budget.
CRIMINAL INVESTIGATIONS: The incumbent works with all law enforcement agencies (local, state, and federal) in the prevention of criminal activities and solution of internal criminal cases. Keeps accurate records of such information, disseminates this information as that concerns any crime that has been committed in or is connected with a correctional facility. Ensures that cases are appropriately filed with prosecuting agencies in the State of Kansas.
PERSONNEL INVESTIGATIONS: Investigates or provides direction and oversight to EAI staff that investigate the background of applicants for employment with the Department of Corrections. Conducts and/or assist investigations of allegations of employee misconduct. Works with Human Resources and Legal as needed in conducting investigations.
INTELLIGENCE SHARING AND RECORDS SYSTEM: Ensures the inventory of all internal intelligence and investigation information being gathered locally and forward to appropriate Department Administrators. Ensures systems and processes are developed and in place for the regular, reoccurring collection, analysis, and dissemination of intelligence. Monitors activities by the assigned staff to ensure intelligence is actionable and effectively meets the needs of facilities and parole regions. Designs, implements, and controls accurate and detailed record systems for investigations, to include information received from outside agencies. Provides information as necessary association information, security threat group activity, and the activities of staff and offenders so that trends can be identified. Share and receives intelligence information with agencies as a participant in the state fusion center.
Performs other duties as assigned by the Secretary of Corrections.
Qualifications
Minimum Qualifications:
Five years of experience in planning, organizing and directing the work of a department, program or agency, education may be substituted for experience as determined relevant by the agency. Must be able to qualify and obtain a security clearance.
Preferred Qualifications:
Completed training or certification equivalent to a Kansas Law Enforcement Officer.
Ability to use physical force as warranted to subdue violent subjects.
Strong connection to the legal community.
Ability to manage multiple tasks and prioritize changing workloads.
Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
