Job Summary
The Early Learning Program Specialist helps shape meaningful early literacy experiences for young children (ages 0-5) and the adults who support them. This position creates, develops, and delivers engaging early learning programs, services, resources, and special events that inspire curiosity and a love of reading. This temporary, grant-funded position (up to two years) plays a vital role in expanding early learning and Kindergarten Readiness access across the Camano Island and Stanwood communities. This position works primarily aboard the Library District’s Early Learning Bus, branded as Wonder Wheels, delivering programs and services at rotating community locations.
By leading community outreach, building strong partnerships with early learning centers, school networks, individual schools, and organizations dedicated to early childhood development, this role brings high-quality early literacy programs and supportive resources and materials directly to children, families, caregivers, and early learning partners. Through these collaborations and mobile services through the use of the Early Learning Bus, this position reduces barriers to access and ensures young learners throughout the area benefit from engaging, developmentally supportive early learning experiences.

Essential Functions

1. Through the use of the Early Learning Bus, transport library materials,
equipment, and early learning services to the communities of Camano Island and Stanwood.
2. Aide in the development, coordination and execution of community-wide early learning opportunities and experiences that prepare children (ages 0-5) to become ready to learn to read, e.g., pre-Kindergarten Readiness, story time, music and movement, sensory play, and STEAM activities.
3. Provide guidance on early literacy concerns, issues, and development to parents, caregivers, and organizations. Collect feedback, assist with data collection, and maintain and report early literacy program statistics, contributing to reports on program attendance, outcomes, and community impact.
4. Collaborate to curate early learning resources and materials and provide input on books, materials, and equipment needed to support early literacy programs and outreach.
5. Assist customers in early learning services by offering reference support. Partner on multigenerational and pre-Kindergarten youth programming.
6. Promote the Early Learning Bus and other library services and programs through outreach to preschools, schools, daycare centers, family support organizations, and community events.

Supervision
This position reports to a Library Manager. Supervision of the work of others is not a normal part of the work of these positions, but incumbents may from time to time assist in the training of other staff in library-related work.
Knowledge, Skills, and Abilities
1. Advanced knowledge of early childhood and literacy development.
2. Strong skills in organization, planning, problem solving, and decision-making.
3. Skills in working with diverse communities, partners, and community organizers.
4. Ability to plan, initiate, develop, and evaluate special library programs and services; learning curriculum, scaffolding, sequencing, and indication of standards and guidelines used in plans.
5. Ability to operate Early Learning Bus vehicle.
6. Ability to promote the principles of equity, diversity, and inclusion in the workplace and in the community.
7. Ability to learn and apply established library practices and procedures.
8. Ability to communicate effectively with diverse audiences.
9. Ability to work independently and to set priorities.
10. Ability to work cooperatively and maintain effective interpersonal skills with the public and co-workers.
11. Proficient knowledge of Microsoft Office 365 Suite.
Education and Experience
1. Bachelor's Degree in early childhood education, elementary age teaching, or an equivalent field required, Master’s Degree in Education preferred.
2. Must possess 1-2 years of experience planning and conducting programs and classes focused on early childhood literacy for children (ages 0-5), caregivers, and families.
3. Endorsements/certifications for Early Childhood Education, School Librarianship, or Reading Specialist or near completion of endorsement/certification (within 3-4 months), preferred.
4. Must hold a valid Washington State Driver’s License and meet all state driver licensing requirements. The successful candidate will participate in a brief period of supervised driving to ensure safe, confident, and efficient operation of the Early Learning Bus vehicle.

While performing the duties of this job, incumbents may frequently move objects or materials weighing up to 35 pounds, including transfer of books and other materials to carts or shelves of varying heights. Incumbents may be required to move carts of books and other materials about the building for extended periods of time. Incumbents are required operate computers and may frequently remain stationary at one workstation for extended periods of time.
The incumbent must regularly communicate with coworkers and members of the public. These contacts and situations are deemed to be generally safe and free of undue stress, but require incumbents to be cordial, helpful, and skilled in interpersonal relations with others both in the public and within the Library District.
The incumbent is required to safely operate the vehicle and be licensed to do so. Incumbents regularly travel in outreach vehicles to various sites in all kinds of weather and traffic conditions. To accomplish this travel, the incumbent must be able to drive and hold a valid Washington State driver's license. These conditions are not deemed to be inherently dangerous but may be disagreeable on occasion.
