The Prevention Division of Public Health – Seattle & King County is seeking an Educator Consultant I (Perinatal Hepatitis B Prevention) to join our team. This a Career Service position that reports to the Adult Immunization Team Lead in the Immunization Branch and works collaboratively with staff from the Communicable Disease and Immunization (CD-Imms) Section’s four branches – Immunization, Investigations, Outreach, Response and Education (IORE), Administration, and Analytics and Informatics (A&I). The Educator Consultant focuses on education and outreach to internal and external partners on hepatitis B and prevention recommendations, including the Perinatal Hepatitis B Prevention Program (PHBPP).

This position is responsible for a broad range of activities including developing and strengthening collaborative partnerships with health care facilities and providers, community-based organizations, and coalitions; enhancing hepatitis prevention efforts through education and outreach to communities at increased risk of hepatitis B; providing technical assistance and education to birthing hospitals, healthcare providers, and community partners to ensure infants complete the full hepatitis B vaccine series and post-vaccination serological testing; and supporting other work to promote the benefits of hepatitis B and other routinely recommended childhood immunizations. This position is part of Best Starts for Kids (Best Starts), a King County voter-approved initiative to support every baby born or child raised in King County to reach adulthood happy, healthy, safe, and thriving. Best Starts catalyzes strong starts in early childhood and sustains those gains as kids progress to adulthood, launching King County’s kids on a path to lifelong health and well-being. This position participates in the Section’s response during outbreaks and emergencies.

Immunization team members conduct a variety of educational and outreach programs for children and adults. Additionally, they provide training and education to healthcare professionals across King County.

Background
The Communicable Disease Epidemiology and Immunization (CD-Imms) section resides within the Prevention Division here in Public Health – Seattle & King County. The CD-Imms section focuses on three major functions: Disease Surveillance, Case Investigation, and Intervention. The section is led by the Chief and the Deputy Chief and is composed of 4 branches: Investigations, Analytics and Informatics, Immunization, and Administration. We are a large, skilled, passionate team of ~100 FTEs that oversees the 65+ reportable diseases and conditions (excluding TB, STD and HIV) from healthcare professionals and laboratories in King County. Some of our work includes investigating cases and identifying other exposed persons requiring follow up; analyzing disease report data and trends to identity opportunities for disease prevention; monitoring emergency department visits for indications of outbreaks or biological terrorism; conducting influenza surveillance year-round. We also lead immunization strategies to increase vaccine uptake especially among school age children and high-risk groups. Cross-collaboration across teams is central to our workflow and each team supports one another to achieve the objectives of the section.

Work Schedule
Typical work schedule is Monday through Friday, 8:00 am to 5:00 pm, 40 hours per week. This is a Non-Exempt position and is subject to the provisions of the Fair Labor Standards Act and is overtime eligible.

Remote and Onsite Work
The Immunization team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is at the Chinook Building located in downtown Seattle at 401 5th Ave., Suite 1250.

Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Develop and strengthen relationships with internal and external partners to enhance hepatitis B education and prevention efforts.
  • Engage and seek input from communities most impacted by hepatitis B so that structures, systems, decisions, and policies advance equity and social justice by ensuring that resources are allocated in a way that addresses health disparities.
  • Lead hepatitis B education and outreach activities with communities at increased risk of hepatitis B.
  • Develop, inform, and distribute guidance documents and trainings to partners, including internal program leads, Public Health leadership, Washington State Department of Health (DOH), and community-based organizations. Participate in and present educational webinars and other outreach activities as needed.
  • Provide technical assistance, education, and outreach to health care facilities and health care providers regarding the PHBPP, the birth dose of hepatitis B vaccine, benefits of screening, and prevention of perinatal transmission of hepatitis B infection.
  • Represent Public Health with internal and external partners, including community and academic partners, coalitions, other local health jurisdictions, and the DOH.
  • In collaboration with other team members, monitor performance and develop and refine program activities and goals, implementing changes as needed.
  • With support from the Adult Immunization Team Lead and Best Starts staff, develop and disseminate program evaluation and data summaries about outreach and education activities to CD-Imms Section managers, community partners, healthcare providers, and the public.
  • Facilitate team meetings to coordinate PHBPP activities within and across teams.
  • Coordinate with other Best Starts staff as appropriate.
  • Under the direction of the Adult Immunization and Vaccine Preventable Disease Team Leads, manage and track Best Starts and DOH grant deliverables related to outreach and education activities.
  • Create social media posts, newsletters, blogs and other messaging, and assist with website updates.
  • Provide support for events, including community-based screening and education events, as needed.
  • Serve as a trained consultant for responding to hepatitis B phone and email queries.
  • Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Our ideal candidate will demonstrate the following (Minimum):

  • Two (2) years of experience developing and/or strengthening partnerships with health care facilities, health care providers, and/or community organizations.
  • Two (2) years of experience and demonstrated skills in health education including leading community engagement activities in diverse communities.
  • Two (2) years of experience providing consultation and/or technical assistance to health care facilities, health care providers, and/or community organizations.
  • Demonstrated ability to incorporate principles of equity and social justice into program work.
  • Experience relating to and working with clients and partners from various cultural, racial, social, and economic backgrounds.
  • Experience developing and giving presentations and leading trainings.
  • Demonstrated ability to create, compose, and edit written materials.
  • Strong interpersonal and communication skills, including demonstrated ability to effectively communicate orally and in writing with both public and health care professionals.
  • Demonstrated ability to interpret and adapt public health guidance to various settings and audiences.
  • Demonstrated flexibility and experience working in a variety of settings.
  • Strong organization, facilitation, and coordination skills.
  • Demonstrated ability to carry out assignments and responsibilities reliably in a thorough, accurate, and timely manner.
  • Demonstrated good judgement and comfort in taking initiative and making independent decisions, while understanding limitations and elevating as needed in the absence of information.
  • Demonstrated ability to respond flexibly to change and work effectively in situations involving uncertainty.
  • Public Health relies on office automation (Microsoft Office 365), other web enabled tools, and multiple large databases. Candidates must be proficient and comfortable with computer use to perform essential functions of the position.

The most competitive applicants will have the following experiences and qualifications (Desired):

  • Lived or professional experience working with communities most impacted by hepatitis B.
  • Bilingual in one of the most common non-English languages in King County (such as Spanish, Arabic, Somali, Hindi, Punjabi, Chinese, Vietnamese, Korean).
  • Demonstrated knowledge of hepatitis B epidemiology, clinical characteristics, and prevention recommendations and activities, including the prevention of perinatal hepatitis B transmission.
  • Demonstrated knowledge of prenatal, infant, and childhood immunization recommendations.
  • Experience or knowledge in a local or state public health practice setting.
