Summary

Summary: Under direction of the Deputy Emergency Management Coordinator, or designee, the Emergency Management Analyst develops and coordinates the City’s Emergency Management Program. Coordinates assigned activities with other departments, divisions, outside agencies, and the general public. Secures technical and financial assistance through grants and Public/Private partnerships.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those specifically listed in this description.

Essential Job Functions & Other Important Duties

Essential Job Functions:


  • Plans, organizes and directs municipal emergency management programs, and assists in the presentation of emergency awareness programs, including Community Emergency Response Team (CERT).
  • Keeps the Fire Chief/Emergency Management Coordinator, Deputy Emergency Management Coordinator, and other staff apprised of the preparedness status and emergency management needs during potential emergency events.
  • Coordinates local planning and preparedness activities and the maintenance of the city’s Emergency Management Plan with local businesses and agencies.
  • Coordinates appropriate training for local emergency management personnel and responders.
  • Coordinates with organized volunteer and non-profit groups and businesses regarding emergency operations.
  • Continually coordinates with other departments to evaluate the emergency outdoor warning sirens including their maintenance, paging systems, and installation in new areas of the community.
  • Coordinates participation in emergency and disaster exercises.
  • Performs various special research projects and may be responsible for administering special programs.
  • Secures technical and financial assistance through grants and Public/Private partnerships.
  • Revises and updates the City of Frisco Emergency Management Plan and annexes.
  • Manages weather warning services and coordinates results with affected communities and groups.
  • May act as liaison with local and/or state agencies; may represent or act as liaison with organization and community groups.
  • Prepares and presents public awareness programs to civic groups, medical facilities, schools, and other organizations.
  • Prepares news articles for public release.
  • Provides assistance to organizations by conducting facility surveys to evaluate their emergency plans and make appropriate recommendations as needed.
  • Creates and maintains database of hazardous chemicals within the City of Frisco.
  • Works with hazardous materials team members on preparedness, mitigation, response, and recovery activities.
  • Prepares, monitors, and submits reimbursement requests to appropriate state and federal agencies
  • Drafts reports and studies required by agencies at local, state, and federal levels.

Other Important Duties:
  • The typical work schedule is 0800-1700 Monday-Friday. The position may require shift and non-shift schedules, including evenings, weekends, holidays, and extended hours in emergency, disaster, or other situations influenced by heavy workloads or other staffing difficulties.
  • Must be able to respond to emergency situations during and after regular business hours, as well as on weekends and holidays.
  • May be assigned to an on-call schedule to provide 24-hour coverage of Emergency Management programs/functions.
  • Participates in department committees and attends staff meetings as required.
  • Travels to conduct facility surveys and disaster-related activities and to attend meetings, conferences, and training.
  • Regular and consistent attendance for the assigned work hours is essential.
  • Attend scheduled training necessary to maintain necessary certifications and minimum education credits (if applicable).
  • Performs other related duties as assigned.

  • Ability to evaluate situations and make sound decisions.
  • Ability to write various reports, grant applications and documents; includes strong technical writing skills.
  • Ability to effectively prepare and deliver presentations.
  • Ability to gather, organize, analyze and utilize a variety of data and information in an unbiased manner.
  • Ability to interpret and explain City emergency operations, policies and procedures.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to work under stress and exercise good judgement.
  • Proficiency with all Microsoft Office Applications.

Education, Experience, and Certifications/Licenses:
  • Bachelor’s Degree in Emergency Management, Business, Government, or related field plus two (2) years of experience in emergency management or public safety or equivalent combination of education and experience that support the ability to perform the essential functions and/or skills of the job.
  • Must possess certification of successful completion of the Nation Incident Management System (NIMS) training- IS100, IS200, IS700, IS800. Must complete ICS 300, ICS 400 and FEMA EMI Professional Development Series (PDS) within one year from date of hire.
  • Amateur Radio License, minimum of Technical Level, within one year from date of hire.
  • Must possess FAA Remote Pilot Certificate (Part 107) or obtain within one year of hire date.
  • May be required to obtain other applicable certifications.
  • Must possess a valid State of Texas Driver’s License.
  • Grant writing experience and knowledge of technical and administrative aspects of fire prevention are preferred.
  • Must pass a pre-employment drug screen, criminal background check and MVR check.

  • Work is performed in an office and field environment. May be subject to emergency call back, work extended hours in response to emergency situations and occasionally respond to emergencies as needed.
  • May be subject to exposure to extreme weather conditions, rough terrain, and extreme heat.
  • May be exposed to hostile, angry, or emotional citizens and business owners.

    • Stooping – bending body downward, forward at waist, with full motion of lower extremities and back.

    • Visual Acuity 1 - prepare, analyze data, transcribing, computer terminal, extensive reading.
    • Visual Acuity 3 - determine accuracy, neatness, observe facilities/structures.

    • Walking – on foot to accomplish tasks, long distances, or site to site.

Work Environment:
  • Medium work: Exerting up to 50 pounds of force occasionally, and/or up to 30 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
