Job Summary:
The Emergency Manager is responsible for planning, coordinating, and directing emergency management and disaster preparedness, response, recovery, and mitigation activities for Rio Blanco County. This position works collaboratively with county departments, municipalities, special districts, state and federal agencies, and private partners to ensure effective preparedness for natural, technological, and human-caused emergencies.

Emergency Management
  • Develops, maintains, and implements the Rio Blanco County Emergency Operations Plan (EOP), annexes, procedures, and continuity plans.
  • Coordinates countywide emergency preparedness, response, recovery, and mitigation activities in compliance with local, state, and federal laws, regulations, and best practices.
  • Promotes public awareness of disaster and emergency preparedness through public outreach, mass media, and direct engagement with community members and emergency management partners.
  • Establishes and maintains emergency alert and warning systems to notify the public and key officials of emergencies.
  • Identifies, maps, and updates critical facilities and infrastructure data and maintains inventories at the local and state level.
  • Coordinates with Public Health, Environmental Health, the American Red Cross, and other voluntary agencies to develop mass care and sheltering provisions during disaster situations.
  • Plans, conducts, and evaluates emergency exercises, drills, and training for county employees, elected officials, first responders, and partner agencies.
  • Prepares and manages the department’s annual budget; orders supplies and equipment as needed.
  • Administers emergency management grants, including preparedness, mitigation, and recovery funding, and ensures compliance with all grant requirements and reporting.
  • Serves as the primary point of contact with the Colorado Division of Homeland Security and Emergency Management (DHSEM) and federal partners, including FEMA.
  • Assists with the acquisition and maintenance of emergency response equipment and ensures operational readiness of the Emergency Operations Center (EOC) and emergency communications systems.
  • Develops and maintains staffing procedures utilizing county employees to support coordinated emergency operations.
  • Establishes and maintains the EOC as a centralized site for directing, controlling, and coordinating emergency operations; conducts exercises to prepare officials for emergency response.
  • Researches and recommends statutes, ordinances, and resolutions in support of emergency management objectives and assists in defining emergency powers, authorities, and responsibilities.
  • Coordinates with regional partners through the Northwest All Hazards Emergency Management Region (NWAHEMR) and works with fire, law enforcement, emergency medical services, public works, volunteers, and other response partners.
  • Acts as liaison to Emergency Preparedness Council partners, including fire services, search and rescue, medical providers, and local industries.
  • Coordinates with public and private medical providers to develop local emergency medical plans and capabilities.
  • Establishes, coordinates, and maintains emergency shelter systems in partnership with the American Red Cross.
  • Keeps the Board of County Commissioners and the Sheriff informed of emergency management conditions, significant developments, and unusual occurrences throughout the county.
  • Responds to emergencies countywide, which may include assisting first responders, traffic control, scene security, incident size-up, and other physically demanding field duties.
  • Prepares documentation and reimbursement packets for state and federal disaster assistance.
  • Maintains the ability to obtain and maintain a Red Card for wildfire suppression.
  • Operates multiple local, state, and federal software systems to manage first responder credentialing, Red Card issuance, resource tracking, ordering, and situational awareness.
  • Serves as the responsible authority for hazardous materials (HAZMAT) emergencies within the county’s jurisdiction.

  • Understands, observes, and complies with all Rio Blanco County and Departmental policies, procedures and protocols when performing job duties.
  • Establishes and maintains effective working relationships with other County employees, Elected Officials, representatives from other agencies and organizations, and members of the community.
  • Regular, predictable attendance.
  • Ability to respond to emergencies outside normal business hours.
Knowledge, Skills and Abilities:
  • Communicate clearly and concisely, both verbally and in writing.
  • General office practices and procedures.
  • Proficiency with routine software and business applications, including word processing, spreadsheets, presentation software, and databases.
  • Knowledge of local, federal, and state laws, statutes, rules and regulations regarding emergency management.
  • Knowledge of internal department policies and procedures.
  • Basic principles and practices of accounting.
  • Ability to track personnel, equipment, and resources on an incident.
  • Ability to prepare comprehensive and complex technical reports.
  • Knowledge of and the ability to obtain certification in the National Incident Management System (NIMS) to include the Incident Command System (ICS).
  • Ability to read and comprehend a variety of maps.
  • Act as an official representative of the County in a professional manner with local, state, and federal agencies and organizations.
  • Safe practices and procedures for performing essential functions

  • Perform effective public speaking to diverse audiences.
  • Ability to respond quickly and accurately to stressful and rapidly changing situations.

Education and/or Experience:
Any combination of education, training and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job.
  • Education in emergency management, public administration, or public safety is preferred.
  • Three years of experience in emergency management, public safety, or a related field
  • Experience working in rural or geographically diverse communities, preferred.
Licenses or Certificates:
  • Possession of, or ability to obtain, a valid Driver’s License.
  • First aid, CPR and AED Certification
  • Possession of, or ability to obtain, FEMA courses: ICS - 100, 200, 300, 400, 700, and 800.
  • Possession of, or ability to obtain, EMPG Grant required training.
Physical Demands:
  • While performing the essential functions of this job the employee is:
o Regularly required - climbing, balancing, stooping, walking on uneven terrain, kneeling, crouching, crawling, ascending and descending stairs, ladders, ramps, and scaffolding, reaching, handling, fingering, and feeling.
o Frequently required – sitting, standing and walking.
o Frequently required - talking and hearing
o Occasionally required to lift and/or move up to 50 pounds o Rarely required to lift and/or move up to 100 pounds
  • Computer use is frequent.
Work Environment:
  • Work is regularly performed in a normal office environment. Work is occasionally performed in the field.
  • Exposure to various outside atmospheric conditions, moving mechanical parts of equipment, tools, or machinery; loud noises; electrical shock, radiation, and/or toxic or caustic chemicals; persons who have contagious diseases/illness; volatile situations and imminent danger when performing the essential functions of the position.
  • Must be able to work variable hours and be able to respond to emergencies.
