Emergency Medical Officer (EMO)

This is an FLSA non-exempt position under direction of the Fire Chief and general supervision of the company commander. This position has all the job duties, responsibilities, and authority of a Firefighter (see Job Description "Firefighter") with the additional duties and responsibilities of the lead emergency medical provider. Under general supervision, responds to a wide variety of emergency and non-emergency calls for service; assumes command as needed; performs emergency care as needed; performs general firefighting skills as needed; maintains the apparatus and medical equipment; maintains protective clothing and house dress as prescribed; Performs hazardous tasks requiring strenuous exertion under emergency and non-emergency conditions. completes necessary Fire Department forms; participates in continuing education programs; instructs CPR, and EMS classes. EXAMPLE OF DUTIES
ESSENTIAL FUNCTIONS: Assumes charge of patient care at the scenePerforms advanced life support procedures such as intubations, intravenous infusion, cardiac monitoring, and drug therapies as outlined in the Pueblo County Prehospital Practice GuidelinesEfficiently, safely and in accordance with established policy, operates all Fire Department apparatus as neededAssumes command at the scene of emergencies, as neededCompletes Fire Department reports as neededResponds to medical emergency calls as part of a team to render emergency care, as neededWhen not performing Emergency Medical Officer functions, acts as Firefighter in all capacities as identified in the Firefighter job descriptionOperates Fire Department apparatus when necessaryParticipates as a team member in all functions of emergency and non-emergency operations as directed or neededAt all times maintains medical, appliances, equipment, tools and supplies in proper operating condition, replenished, cleaned, and ready for use in accordance with established policyPerforms daily inspections of apparatus and equipment; and immediately reports deficiencies that cannot be corrected to the commanderMaintains an itemized inventory of supplies, drugs and equipment on the apparatusDocuments and maintains logs and other records on equipment and assists the Company Commander in obtaining information for necessary reportsTimely and effectively communicates with other department members and superiors pertaining to equipment status; response and inspection activities; and recommendations relating problems or concerns arising within the area of responsibilityInstructs or assists in the instruction of Fire Department CPR, EMT-Basic, EMT I, and Paramedic programsRespects and uses the chain of command and performs such other lawful duties and orders as prescribed by superior officersParticipates in ongoing Fire Department training programs, EMT continuing education, field audits, CPR instructor Classes, etc.Acts in a higher capacity when called upon IMPORTANT FUNCTIONS: May perform the duties of similar classifications of an equal or lower pay gradeShall perform such other lawful duties as prescribed by the Department ChiefPHYSICAL REQUIREMENTS: This position requires maintaining physical condition necessary to perform the essential functions, which includes but is not limited to: Must have sufficient physical strength, stamina, agility, and ability to move patients (who may be larger than themselves) and perform general firefighting work in various capacities for extended periods of time and work in hazardous conditions and environmentsMust be able to lift, move, carry, pull, drag, or push victims and objects weighing more than themselvesStamina enough to remain physically active during a fire, accident, or medical emergency scene until relievedOccasional sitting, standing, walking, running, climbing, and crawling in all weather conditions on various types of terrain in emergency situations and for routine maintenance of equipment and vehiclesFrequent squatting, bending, kneeling, and twisting to perform emergency functions and routine maintenance of equipment and vehiclesOccasional working in all types of terrain and indoor surfaces; frequent balancing on stairs, ladders, fire engines and emergency vehicles in slippery conditions; occasional reaching overhead and below shoulder to manipulate tools and equipment, and enter high profile vehicles; frequent reaching below shoulder to store supplies and perform duties in an emergency situationFrequent light and firm grasp, hand manipulation and handling needed to use equipment and manipulate toolsFrequent stepping up/down to get in and out of vehicles, trenches, foundations, and laddersWearing of respiratory protective equipment during firefighting and overhaul duties depending on area of required operational responsibility and dutiesMust be able to drive and operate fire apparatus in emergency and non-emergency situationsVision sufficient to perform functions such as read and review written communications; to obtain on-scene information regarding fire, accident, or medical emergency situation, to render appropriate assistanceHearing and speech enough to communicate clearly and distinctly face-to-face as well as over the radio in normal and adverse conditionsAbility to distinguish possible types of fires by color of smoke or flameAbility to effectively perform job duties at varying heights under adverse conditions

SUPPLEMENTAL INFORMATION
In addition to the knowledge, skills and abilities listed above, this position requires the following for external candidates: At least three (3) years of continuous and successful experience in the fire serviceA valid Candidate Physical Agility Testing certification (CPAT)A valid state health department approved EMT - Paramedic CertificationA valid driver’s license at the time of application, and a valid Colorado driver’s license within 30 days of employmentLicense restrictions that may hinder your ability to drive on City business, such as an interlock, will be cause for disqualification During the course of employment, a valid license must be maintained, and the employee must notify the City immediately upon changes to the status of their licenseSPECIAL CONDITIONS OF EMPLOYMENT: Lives, eats, and sleeps at the station during 24-hour or more work shift assignments, including weekends and holidays, and works overtime with little or no noticeMaintains considerate living practices and good hygiene, as well as adapting and altering living practices with respect to other individuals while on duty is a mustEngages in strenuous physical activity during daylight and night hours for extended periods with adverse and/or interrupted sleep and rest patternsDue to the nature of unpredictable and unforeseeable events that characterize the fire service, the work requires varying degrees of physical responses from sedentary work to very heavy workOperates in all weather and catastrophic conditions; natural disasters; extreme heat or cold; high wind; dense smoke; close proximity to fire, fumes, and toxic or explosive atmospheres; high noise levels; extreme heights; structurally weakened buildings; traffic hazards; hazardous medical emergencies; etc.Performs prolonged walking, standing, climbing, lifting, and is in and out of vehicle/apparatus on a frequent basisWorks in and wears fire department PPE including a self-contained breathing apparatus and hearing protection during emergency operations for extended periods of time As a condition of continued employment, individuals must: Stay current on all licenses and certifications as required to perform the jobBe willing to participate in an ongoing physical fitness programMaintain active status as an EMT Intermediate or higher with the designated Pueblo Fire Department Medical AdvisorAll required licenses and certifications must be maintained throughout the term of employment. Failure to obtain or maintain required licenses and certifications may result in disciplinary action up to and including demotion or termination.Due to Federal and State Criminal Justice System access requirements, classifications that access and maintain criminal justice information may also be required, as a condition of employment, to not have been convicted of and/or have pending charges of a felony or misdemeanor crime that would deny or otherwise restrict access to criminal justice information.
