Why does the job exist?
The Employee Relations Bureau (ERB) Manager provides leadership and oversight to ERB Investigators, who handle investigations into alleged employee misconduct and both internal and external complaints. Key responsibilities include:
¿ Report Oversight: Reviewing and editing comprehensive investigative reports to ensure clarity, accuracy, and readability, while collaborating with investigators throughout the process.
¿ Case Management: Conducting weekly staffing meetings with Division leadership to discuss disciplinary cases and keeping Division Directors informed of investigation progress.
¿ Active Caseload: Serving as a working manager by carrying an active caseload of investigations.
¿ Managerial Support: Partnering directly with managers and supervisors on matters related to employee performance, misconduct, and broader employee relations issues.
¿ Interagency Collaboration: Regularly engaging with the Office of General Counsel, Office of Inspector General, and Office of Advocacy.
¿ Union Relations: Working closely with the ERB Chief on union-related activities, including grievances, negotiations, and other labor matters.
How does it get done?
The Employee Relations Managers key responsibilities are:
¿ Provides day-to-day supervision to ERB Investigators
¿ Ensure all cases are on track to meet the deadline
¿ Review of evidence for relevance to the allegations
¿ Review fact finding reports for clarity, accuracy.
¿ Establish procedures and practices for formal and informal processing of employee discipline, investigations, and resolution of complaints, workplace conflicts, union grievances, and other employee relations issues.

Minimum Qualification
Bachelor's Degree in any related field and seven (7) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Two (2) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling eleven (11) years, to include two (2) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess a current and valid Driver's License. Pre-employment background investigation is required and conditional pending results.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage.
