General Definition of Work

The Employee Relations Executive Officer, under minimal supervision, performs senior level work with considerable decision-making discretion facilitating and managing employee relations on behalf of the district. The work involves assisting in developing and/or coordinating programs and policies in human resources to address performance concerns, disciplinary action and conflict management issues. Employee is also responsible for interpreting existing and new personnel legislation; policies, and procedures; addressing employee complaints or concerns; and acting as a liaison to outside organizations and agencies involved in school personnel matters. Employee performs advanced and supervisory work to carry out Board of Education policies and procedures related to a wide variety of programs and activities under the direction of the Chief of Human Resources.

Place of Work

The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.


Essential Functions

  • Adhere to all state, federal, and local laws, policies, and procedures
  • Lead, manage, supervise, and evaluate assigned staff/programs
  • Investigate, analyze, and formulate methods for handling special projects/reports
  • Manage and monitor departmental budget
  • Counsel principals and other supervisors, both in an advisory capacity and by providing pragmatic assistance on a variety of employee issues
  • Advise supervisors and employees on sensitive employee relations matters, including grievance and arbitration procedures, performance issues and disciplinary actions
  • Advise and assist supervisors in identifying employee relations issues and determine appropriate course of action
  • Manage the employee relations team to provide guidance to district administrators/supervisors with contract interpretation, investigation and advice on a full range of employee relations matters including informal and formal grievances, development of performance management plans, disciplinary issues, employee assistance referrals, and reduction in force issues
  • Provide information, advice and assistance to Human Resources department heads and staff regarding application of statutes, regulations, contracts and employee relations practices relating to their functional areas
  • Manage the process to investigate and respond to complaints from the Department of Labor, EEOC, ESC, and other agencies
  • Oversee and manage processes to ensure accurate management of personnel records and reporting through multiple platforms
  • Ensure that all Human Resources systems are fair, equitable, and adhere to state, federal, and local laws, and school board policies
  • Research and explain laws and legal affairs concerning employment to supervisors and employees
  • Advise and train managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances
  • Collaborate with legal counsel and departments in the preparation for hearings
  • Prepare and recommend personnel policies and procedures that are compliant with laws and regulations governing school system employees
  • Attend regular and called meetings of the Board of Education as needed/required
  • Facilitate staff meetings and attend other related meetings as needed/required
  • Complete local, state, or federal surveys and reports accurately and promptly
  • Participate in professional development workshops and leadership training
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

Knowledge, Skills, Abilities

  • Comprehensive in-depth knowledge and understanding of the principles, practices, and procedures of public school system policies and human resources programs
  • Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school system human resources programs and specifically employee relations
  • Skilled in effective use of mediation and conflict resolution techniques
  • Ability to maintain professional and emotional control under stress
  • Ability to reflect appropriate response to situations, while maintaining a professional and personal demeanor
  • Ability to learn and use specialized tools, equipment or software related to business needs
  • Ability to develop and monitor a budget
  • Ability to direct and evaluate the work of others

Education and Experience

  • Bachelor's degree required
  • Master's degree in education, human resources or related area preferred
  • Juris Doctor (JD) or Law degree preferred
  • Minimum of five (5) years' experience as school or district administrator preferred
  • Equivalent combination of experience and education

Special Requirements

  • Possess and maintain a valid Driver's License or ability to provide own transportation
  • Travel to school district buildings and professional meetings
