The State of Connecticut, Department of Energy and Environmental Protection (DEEP), has an exciting opportunity for an Office Director (Legal) position with the Office of Legal Counsel.

This role will support the Bureau of Energy and Technology Policy (BETP), consists of the Offices of Energy Supply and Infrastructure, Telecommunications and Broadband, Affordable Housing Energy Retrofits, Building and Transportation Decarbonization and Federal and Regional Energy Policy.

BETP is responsible for development of an integrated and comprehensive state-wide energy policy and development of plans, programs, strategies and initiatives designed to promote a cleaner, cheaper, more reliable energy future for Connecticut.

YOUR ROLE

As an Office Director (Legal), you will perform diverse and interesting work in a dynamic, mission driven environment, including but not limited to:

- Providing legal services to the Commissioner and agency personnel relating to affordable, clean and reliable energy resources, telecommunication and broadband services, weatherization assistance, conservation and load management, building retrofits, and more.
  • Performing wide ranging general counsel duties regarding legislation and regulations, as well as contracting, litigation, ethics, employment and open records matters.
  • Providing advice and support to the Office of the Commissioner relating to administrative dockets before the Public Utilities Regulatory Authority (PURA) and the Federal Energy Regulatory Commission (FERC).
  • Drafting and reviewing strategic reports and plans.

    PURPOSE OF JOB CLASS (NATURE OF WORK)

    In the Department of Energy and Environmental Protection and Office of Consumer Counsel this class is accountable for directing the staff and programs of an office.

    EXAMPLES OF DUTIES

    • Provide diverse legal services to the Office of the Commissioner including drafting and reviewing legislation, regulations, contracts and agreements, legal memoranda, declaratory rulings, orders, final decisions, legal briefs, and other written communications;
    • Manage, mentor, evaluate and support a legal team comprised of attorneys and paralegals;
    • Provide legal advice related to environmental, energy and administrative law matters;
    • Coordinate and consult with the Office of the Attorney General on questions of law and the management of ongoing or anticipated litigation;
    • Research complex legal issues;
    • Respond to Freedom of Information requests and requests for advice from agency personnel concerning the Code of Ethics;
    • interpret statutes, regulations, rulings, and contracts;
    • Support efforts to provide affordable and clean energy to all residents and business in an equitable manner; and
    • Provide legal counsel and advice to agency leadership and technical staff.

    KNOWLEDGE, SKILL AND ABILITY

    • Considerable knowledge of
      • and ability to interpret and apply relevant complex state and federal environmental, energy and conservation laws, statutes, regulations and programs;
      • and ability to apply relevant agency policies and procedures;

    MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

    Four (4) years of experience in the practice of law including administrative law with some responsibility for research, development, planning and review of legislative and /or regulatory programs.

    MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

    One (1) year of the General Experience must have included responsibility for performing energy or environmental protection work.

    PREFERRED QUALIFICATIONS

    • Experience independently preparing, reviewing, and revising contracts;
      • Experience preparing written legal communications entailing legal research and analysis, including memoranda of law, legal briefs, decisions or opinions for judicial or administrative proceedings;
      • Experience in administrative or judicial proceedings in state or federal forums;
      • Experience collaborating with subject matter experts to achieve client’s objectives;
      • Experience advising institutional clients concerning legal approaches;
      • Experience with administrative processes and the Uniform Administrative Procedure Act, including drafting or promulgating regulations, participating in or adjudicating contested case proceedings, or participating in administrative appeals; and
      • Experience leading teams and managing projects, including the review and oversight of the work product and performance of legal personnel.

    SPECIAL REQUIREMENTS

    Incumbents in this class must be a member of the Connecticut Bar.
