Minimum Qualifications

Bachelor's degree in Engineering and five years of engineering experience are required. A State of Florida Professional Engineer license or Bachelor's degree in Engineering Technology awarded or having been enrolled prior to July 1, 1979 and proof of having passed the fundamentals test for the State of Florida Professional Engineer license may substitute for the required education.

The Engineer 3 role serves as the primary liaison between MDAD, RER, and DERM on matters involving site rehabilitation, permitting, construction, and regulatory compliance, ensuring adherence to local, state, and federal requirements. The role provides management oversight for due diligence and site rehabilitation initiatives, including reviewing and negotiating scopes of work, evaluating cost proposals and invoices, preparing work orders, and coordinating activities with multiple County user departments (e.g., MDAD, HCD, DTPW, PROS, WASD, and MDFR.

This position also reviews, analyzes, and responds to technically complex documents related to due diligence, site assessments, monitoring, soil reuse, remediation, construction plans, and cost estimating, often under accelerated timelines to support time-sensitive development projects such as aviation and affordable housing. In addition, incumbents supervise and mentor junior staff, develop policies and training materials, and deliver presentations to the public and internal stakeholders, including DERM staff.
