Description of Work

Employee in this position will work with the Roadside Environmental Field Operations Engineer and will be responsible for conducting environmental compliance reviews of land disturbing projects associated with highway construction in Divisions 9 and 10. Responsible for field implementation of erosion and sediment control program involving: the Sedimentation Pollution Control Act; US Army Corps of Engineers Section 404; NCDEQ’s 401 Water Quality Certification; National Pollutant Discharge Elimination System; and riparian buffer rules. Responsible for providing technical assistance and training to Division of Highways construction and operations personnel. Additional job responsibilities include review of erosion and sediment control/stormwater plans, NPDES/NCG01 compliance reviews and attending preconstruction and other planning meetings. This position will work directly with and should be able to effectively communicate with NCDOT central/field staff, contractors, regulatory staff, and consultants on the development, implementation and maintenance of erosion/sedimentation control and stormwater practices. Employee should have the ability to plan, organize, and schedule daily activities. Employee should be physically able to traverse rough terrain by foot and travel independently to projects across two highway divisions.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC 16 / $55,823 - $97,689

Management prefers applicants with the following:

  • Knowledge and understanding of general concepts, practices, and theories of erosion and sediment control/stormwater laws and NPDES stormwater requirements for construction sites.
  • Knowledge of erosion and sediment control design principles and review of plan designs for compliance with applicable standards.
  • Experience applying engineering concepts to solve complex problems.
  • Experience communicating verbally and in writing to resolve problems that involve explaining engineering concepts to various customer groups.
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision

Additional Expectations:

Knowledge and understanding of erosion and sediment control/stormwater concepts, practices, and theories used in the engineering specialty area and the ability to use it in practice. Ability to understand and apply the engineering concepts and practices involved in the design/development/review/permitting, construction, maintenance, operations, or repair of, projects and their potential environmental impacts. Ability to review small or less complex erosion and sediment control plans and/or data for completeness and compliance with stormwater engineering principles, standards, and design needs. Ability to make recommendations to higher level engineers or managers on project concerns. Ability to make recommendations to routine engineering/technical designs and/or program/project specifications of other engineers to meet desired erosion and sediment control/stormwater compliance with engineering principles, standards, designs and statutes. Ability to write clear, concise, and organized documents and reports addressing erosion and sediment control/stormwater engineering concepts and facts. Ability to present detailed technical information, guidelines, and standards to seek erosion and sediment control/stormwater compliance.

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
