Description of Work

The NCDOT Transportation Planning Division in Raleigh, NC seeks a mid-level transportation engineer for the Coastal Planning area. This role involves collaborating with the Jacksonville Metropolitan Planning Organization and Albemarle Rural Planning Organization to develop Comprehensive Transportation Plans (CTPs) as required by North Carolina law.
Responsibilities include providing planning expertise for MPOs, RPOs, counties, and municipalities; developing long-range transportation plans; administering state and federal transportation funds; conducting GIS spatial data analysis and mapping; and performing forecasting, deficiency analysis, environmental and Title VI screening, and multimodal recommendations. The engineer should be proficient in planning, scheduling, conducting GIS analysis, travel demand modeling, and engineering work, as well as presenting findings both orally and in reports. Teamwork and problem-solving skills are essential.

To be successful in this position applicants should have basic knowledge of transportation systems planning, travel demand modeling with TransCAD, ArcGIS/ArcGIS Pro, capacity deficiency analysis, traffic forecasting, alternative transportation modes, environmental constraints, and project planning. Accuracy, technical writing, and oral communication skills are essential. Work is primarily in the Raleigh office with occasional evening or overnight meetings. This role also requires effective relationship-building and professional interaction with internal and external customers.

Salary Grade and Salary Range: NC18 $ 61,545 - $ 107,703

Hiring Range: $93,137.00 - $95,466.00

Management prefers applicants that demonstrate the following:

  • Experience in any of the following: transportation planning, project development, or traffic engineering.
  • Experience or training in any of the following: evaluating data, traffic trends, or data projections.
  • Experience or training in computer applications and operations (Microsoft Office, GIS, TransCAD, etc).
  • Experience communicating information in written and oral format.
  • Experience interacting with any of the following: state, federal, regional, or local governments or planning organizations.

Minimum Education and Experience

Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and three (3) years of progressively responsible experience; or an equivalent combination of education and experience.

Necessary Special Qualification May require registration as a professional engineer by the North Carolina Board of Examiners for Engineers and Surveyors.
