Engineer, Site Construction - Civil & Structural

Role Summary: The Engineer Site Construction - Civil & Structural represents ArcelorMittal Tubular Products Jubail at site and is responsible for monitoring, controlling, and assuring the quality, progress, safety, and commissioning readiness of civil and structural construction works executed by the EPC Contractor. The role is fully site-based and focuses on earthworks, foundations, concrete works, underground structures, buildings, steel structures, platforms, supports, and industrial infrastructure, ensuring compliance with approved IFC drawings, specifications, quality standards, HSE requirements, and project schedule.


Job Duties & Responsibilities:

  • Monitor EPC Contractor’s civil and structural works for compliance with IFC drawings, specifications, codes, and contract requirements
  • Maintain continuous site presence to control execution quality, sequencing, and workmanship
  • Verify setting-out, levels, alignment, dimensions, tolerances, and structural stability of foundations, concrete, and steel works
  • Monitor earthworks, excavation, piling (if applicable), underground works, backfilling, and compaction activities
  • Monitor formwork, reinforcement, concreting, curing, grouting, finishing, and structural erection activities
  • Review and monitor work plans, schedules, manpower, equipment deployment, and daily progress against actual site conditions
  • Identify delays, productivity issues, interface constraints, and execution risks, support recovery and mitigation actions
  • Monitor implementation of civil & structural QA/QC systems, including inspections, material testing, and closure of NCRs and punch items
  • Verify material receipt, storage, handling, installation compliance, and completion readiness for handover
  • Ensure strict compliance with HSE requirements during excavation, lifting, working at height, and structural erection
  • Coordinate civil & structural interfaces with mechanical, piping, electrical, instrumentation teams, third parties, and authorities, and provide accurate site reports and inputs to support Construction Manager, variations, and claims
  • Issuance of Work Permit in line with AMTPJ Safety Guidelines and necessary checklist
  • Joint Site visit & associate risk review and mitigation plan before issuing the Work Permits.
  • Attending the Contractor Toolbox talk regularly as per the agreed work schedule.


Education & Experience:

  • Bachelor’s degree in engineering (Civil or Structural Engineering) or a related field from an accredited university.
  • Minimum 5–10 years of experience in industrial civil and structural construction projects
  • Experience in a Client, Owner, or PMC site supervision role
  • Experience overseeing EPC contractors on:
  • Foundations and concrete structures
  • Structural steel and industrial buildings.
  • Steel plants, pipe mills, or heavy industrial facilities.
  • Prior experience in Saudi Arabia or GCC industrial projects is preferred.


Skills:

  • Strong knowledge of industrial civil and structural construction practices and sequencing
  • Ability to interpret civil and structural IFC drawings, specifications, and construction details
  • Strong understanding of QA/QC processes including ITPs, material testing, inspections, and punch list management
  • Proven site supervision capability in multi-discipline and multi-contractor environments
  • Ability to monitor and professionally challenge EPC contractor performance
  • Competence in construction planning, progress measurement, productivity tracking, and recovery planning
  • Strong communication, reporting, and coordination skills
  • Working knowledge of Primavera P6 / MS Project and MS Office
