General Overview of Position

GENERAL OVERVIEW OF KENOSHA WATER UTILITY ENGINEERING FIELD SUPERVISOR
Under the general direction of the Director of Engineering, this position is responsible for the coordination and supervision of work activities performed by Engineering Technicians and part-time or seasonal employees in the Engineering Services Division of the Kenosha Water Utility (KWU). The incumbent may also inspect public or private construction projects to monitor compliance with appropriate KWU standards and related federal, local and state codes. In addition, this position oversees the utility locate program (locating water/sewer services), sanitary sewer televising / manhole inspection program, the valve exercising program, and the annual hydrant flushing and maintenance program.

The KWU Engineering Department is responsible for reviewing, approving, and inspecting all sewer and water infrastructure within our system, including oversight of Utility awarded contracts to help rehabilitate and enhance our aging infrastructure. KWU Engineering also manages a variety of other programs such as: the Lead Service Replacement Program (LSRP), responding to Digger’s Hotline locating requests, sanitary sewer televising inspections, manhole inspections, sanitary flow monitoring, water main leak detection, hydrant flow testing and maintaining/updating the KWU Geographical Information System (GIS) database.

The Kenosha Water Utility is a municipally-owned, fiscally independent public utility organized under authority of §66.0805 of the Wisconsin State Statutes and Chapter XXXII of the City of Kenosha General Ordinances. The Kenosha Water Utility provides water and wastewater services to more than 100,000 people in the Kenosha area, including the City of Kenosha, the Villages of Bristol, Pleasant Prairie, and Somers. Kenosha is ideally located off Interstate 94 on the southwestern shore of Lake Michigan between Milwaukee and Chicago. More information may be obtained at www.kenosha.org.

Surface water from Lake Michigan has been our community’s source for drinking water since 1894. The O. Fred Nelson Water Production Plant has two separate processes to provide safe drinking water: a rapid sand filtration plant and a continuous membrane filtration plant. The plant can treat over 40 million gallons of drinking water per day, which is delivered through a 374 mile distribution system consisting of cast/ductile iron, PVC, copper and concrete pipes, 5 booster stations, along with 5 active elevated water towers and 3 ground storage reservoirs.

KWU also maintains the sanitary sewer system consisting of 332 miles of pipe and 13 lift stations, which is separate from the storm sewer system. During heavy rain events, the flow to the KWU wastewater treatment plant increases as much as five times the average flow. The KWU wastewater treatment plant treats an average of 21 million gallons of sewage a day and is regulated by the Wisconsin Department of Natural Resources. KWU uses a 2-step process: primary treatment to separate the solid and liquid portions of wastewater for further treatment, and secondary treatment which uses biological and anaerobic digestion processes to remove pollutants from the liquid portion and breakdown the solids portion before discharging the final effluent into Lake Michigan. In the event flow exceeds plant capacity, there is a 30 million gallon equalization basin for additional storage for later treatment.

Example of Duties & Responsibilities

Essential Duties & Responsibilities:

  • Directs and supervises Engineering Technicians and part-time or seasonal staff; provides instruction and training to new personnel; plans, coordinates, assigns and reviews work activities; maintains standards; approves absences; acts on problems and concerns; and conducts discipline as appropriate.
  • Oversees the KWU utility locating program, including assignment of work, and conducts utility locates as needed.
  • Performs construction inspections as needed, assists engineers with coordinating project inspection for KWU projects, private development projects, and City/County/WisDOT roadway projects.
  • Oversees the sanitary sewer televising program, coordinates flushing efforts with Director of Water Distribution and Sewer Collection, makes recommendations on repair/replacement/rehabilitation of sanitary sewer mains, updates Geographic Information System (GIS) to reflect changes.
  • Oversees the sanitary sewer flow monitoring program and assists technicians assigned to such work as needed.
  • Oversees the valve exercising program and coordinates testing water main shut down operations in advance of KWU projects as well as various roadway projects. Utilizes valve cleaning/turning equipment and can interpret if a valve is operating properly or is deficient.
  • Oversees the manhole inspection program including the operation of manhole scanning equipment, data entry into GIS, and coordination with Engineering staff for repair and rehabilitation.
  • Oversees the annual fire hydrant flushing program which includes the training, supervision, and coordination of seasonal employees. Coordinates with the Director of Water Distribution and Sewer Collection for hydrant repairs and replacements.
  • Notifies other departments and agencies as necessary; coordinates work with other utility divisions, City departments and other state and local agencies (Local Villages, Kenosha County, Wisconsin Department of Transportation, etc).


Other Required Duties & Responsibilities

  • Performs data entry functions.
  • Verifies contract quantities and prepares payment requests.
  • Provides back up support to Engineering Services personnel as needed.
  • Attends meetings, conferences and seminars related to job responsibilities.
  • Performs other duties as assigned or required.

Requirements

Required Education, Training and Experience:

  • Associates Degree
  • Supervisory experience preferred
  • A minimum of five (5) years experience in the water distribution/sewer collection field or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Required Knowledge, Skills and Abilities:

  • Ability to provide first line supervision, including the ability to apply principles of supervision and management such as leading, teaching, directing, planning, coordinating, controlling, and evaluating the work of subordinate employees.
  • Ability to advise and provide interpretation regarding the application of policies, procedures and standards to specific situations.
  • Ability to read and interpret engineering drawings, plans and reports.
  • Ability to perform mathematical calculations including addition, subtraction, multiplication and division, and working with percentages and decimals.
  • Knowledge and skill in geographic information systems (GIS). Knowledge in computer aided drafting (CAD) is desirable, but not required.
  • Confined space entry certified with the ability to assess confined spaces, mitigate adverse conditions, and function as a confined space entry supervisor. Will need to enter confined spaces as necessary.
  • Above average oral and written communication skills.
  • Ability to exercise independent judgment, decisiveness, discretion and creativity.
  • Ability to establish and maintain cooperative and effective working relationships with others.
  • Ability to handle reasonably necessary stress.

Physical Requirements:

  • Ability to coordinate eyes, hands, feet and limbs in performing office or field tasks which require the operation of related machines, equipment or tools.
  • Ability to lift or carry moderately heavy (20-50 pound) items and occasionally very heavy (100 pounds or over) items.
  • Ability to sit for an extended period of time.
  • Ability to stand and/or walk for an extended period of time, occasionally over rough, uneven or damp terrain.
  • Ability to bend, reach, stoop, kneel, and crouch.
  • Ability to enter confined spaces.
  • Ability to climb stairs or ladders.

Environmental Requirements:

  • Ability to work under conditions that require frequent exposure to adverse environmental factors such as temperature/weather variations, odors, toxic agents, noise, vibrations, wetness, machinery, electrical currents, traffic hazards, and/or dust. Such exposure may cause some discomfort or a risk of injury.
