Position Overview/Duties

The Engineering Technician is responsible for the office and field engineering phases of detailed planning, operations, and maintenance for a Corps of Engineers project. The role involves supporting activities accomplished through construction/service contracts and hired labor. This includes contract administration and surveillance, preparing plan drawings using CADD and GIS software, developing site plans, and performing a wide range of facility maintenance and repair tasks. The technician ensures that all work aligns with engineering plans, specifications, and quality standards.

Major Duties: 1. Engineering, Design, and Contract Support (55%)

  • Contract Activities: Performs or leads technical contract activities, including drafting plans, coordinating and inspecting the work of contractors and hired labor, and preparing cost estimates and bills of material.
  • Field Engineering & Planning: Develops site plans for maintenance and construction activities. Performs site work to lay out facilities and updates as-built drawings using CADD and GIS/GPS software. Participates in interdisciplinary planning teams for park and facility design, providing input for budgets and specifications.
  • Contractor Oversight: When work is done by contractors, the technician collects data and prepares sketches to assist engineers with plans and specifications. They ensure designs meet field conditions, participate in bid solicitations, and assist with contract modifications.

2. Facility Maintenance and Repair (45%)

  • General Maintenance: Maintains and repairs a wide variety of project facilities, including comfort stations, fee booths, signs, campsites, boat ramps, and buildings.
  • Skilled Trades Work: Performs minor electrical and mechanical repairs (e.g., replacing wiring, changing switches), concrete and masonry work, and plumbing tasks (e.g., repairing water/sewer lines, fixtures).
  • Labor and Equipment Operation: Performs various laborer tasks such as clearing brush, repairing roadways, and waste disposal. Operates equipment such as boats, tractors, loaders, backhoes, and dozers.
  • Inspections: Inspects and monitors dam piezometers to collect data, visually inspects embankments for unusual conditions, and observes all safety rules and regulations.

Other Conditions and Requirements

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

Minimum Education Requirement: The position requires practical and technical knowledge of conventional, well-established engineering practices. While a specific degree is not listed as a mandatory requirement, qualifications can typically be met through:

  • A relevant bachelor's degree in engineering technology or a related field.
  • A combination of relevant education and specialized experience.

Minimum Experience Requirement: At least one year of specialized experience equivalent to the GS-06 grade level in Federal service. This experience must demonstrate the ability to perform the duties of the position. Examples of specialized experience include:

  • Assisting in preparing or revising engineering drawings, site plans, or specifications using CADD software.
  • Performing quality assurance inspections on maintenance or construction work to ensure compliance with plans.
  • Conducting routine maintenance and repair on facilities, including basic plumbing, electrical, or carpentry tasks.
  • Operating light-to-heavy equipment such as tractors or loaders.
  • Using standard formulas and basic mathematics (algebra, geometry) to process technical data.

  • This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operating vehicles.
  • Hiring incentives such as a recruitment/relocation bonus, service credit for leave, and student loan repayment may be authorized (subject to available budget).
  • Relocation (PCS) expenses may be authorized (subject to available budget) if the selecting official determines the relocation is in the best interests of the government.

The position requires considerable and recurring physical exertion, including long periods of standing, walking over rough or slippery surfaces, bending, stooping, and lifting heavy items.

Work is done both indoors and outdoors in all types of weather and may involve exposure to dust, fumes, high noise levels, and moving machinery, requiring the use of personal protective equipment.
