Enterprise Grants Specialist

On behalf of Sindh Enterprise Development Fund we're looking for an Grants Specialist (2 year contract). The Grants Specialist will manage the design, implementation, monitoring, and evaluation of enterprise and SME-focused grant programs aimed at promoting economic development, job creation, and competitiveness across Sindh Province. The role ensures effective utilization of public funds with transparency, compliance, and measurable impact.

Key Responsibilities:

1. Grant Program Design & Implementation

  • Design and develop grant programs, including eligibility criteria, application guidelines, funding

windows, and thematic focus areas aligned with SEDF’s mandate and Government of Sindh priorities

(e.g., agri-processing, mining, digital transformation, women-led businesses, startups)

  • Prepare detailed grant announcements, application forms, evaluation frameworks, and standard

operating procedures (SOPs) for grant cycles

  • Coordinate outreach, awareness, and call-for-proposal activities across Sindh

2. Application Review & Evaluation

  • Manage the full grant lifecycle: promotion/outreach, receipt and screening of applications, coordination

of technical/financial evaluations, due diligence, award decisions, agreement signing, and disbursement

  • Conduct technical, financial, and impact-based appraisal of grant applications
  • Prepare appraisal reports, and recommendations for approvals

3. Grant Administration & Disbursement

  • Manage grant agreements, milestones, and disbursement schedules
  • Maintain comprehensive grant records and documentation
  • Conduct field visits, verification, and monitoring of grant recipients to ensure proper utilization of funds

and achievement of intended outcomes

  • Ensure compliance with public sector financial rules, procurement guidelines, and audit requirements

4. Monitoring, Evaluation & Reporting

  • Monitor grant utilization and project progress
  • Track grantee performance against milestones, and budgets
  • Prepare periodic progress reports, financial summaries, and impact assessments

5. Stakeholder, Institutional Coordination & Governance

  • Liaise with SMEs, startups, business support organizations, industry bodies, and government departments
  • Support engagement with donors, DFIs, and development partners where applicable
  • Ensure transparency, fairness, and accountability in grant operations

Minimum 5 years of experience required.

Master’s degree (18 years of education – In Business, Economics, Finance, or related field)

Pay: Rs200,000.00 - Rs275,000.00 per month
