Environmental Compliance Analyst

Definition and Class Characteristics

Monterey One water is looking for an experienced analyst with a positive disposition to join our team. The ideal candidate should have strong technical skills, an understanding of regulatory compliance concepts, and the ability to effectively communicate complex information in a fast-paced environment. Experience with water/wastewater regulatory compliance a bonus.

DEFINITION

Essential Functions

• Ensures Agency reports, documents, and notifications are submitted in compliance with applicable requirements by maintaining schedules; facilitatingintra-departmental coordination to obtain necessary data; tracking and analyzing data; performing administrative tasks to compile reports meeting Agency standards; and submitting reports in accordance with applicable requirements.

• Performs permit compliance tasks and supports Programs (.g.,water, wastewater, and recycled water; air quality; biosolids management; and hazardous materials and hazardous waste management) and other areas assigned.
• Coordinates Agency document updates per required schedules(e.g.,Sewer System Management Plan; Spill Emergency Response Plan; Cross-Connection Control Program; Spill Prevention, Control and Countermeasure Plans; and Operations and Optimization Plan).
• Develops staff training, policies, and procedures, and trains staff to ensure Agency operations comply with applicable regulatory requirements and permits in assigned areas.
• Performs legislative and regulatory reviews and reports impact(s)to Agency Programs; prepares position statements; recommends and implements approved changes to Agency policies, procedures, and ordinances as a result of regulatory changes; ensures the Agency is prepared to comply with future requirements.
• Conducts audits of Agency facilities, documents, and operations to assess compliance with applicable regulations, submits reports of findings, which includes recommendations for corrective action.
• Supports the Agency’s electronic systems (e.g.,Computerized Maintenance Management System, Supervisory Control and Data Acquisition), enforces maintenance and testing schedules, tracks and analyzes pertinent data, and retains records for demonstration of compliance.
• Contributes to the preparation of professional service requests for proposals and scopes of work; participates in evaluation and selection of consultants; assists with overseeing and directing the work of outside consultants using effective project management skills to ensure adherence to schedule and budget; reviews work products; and provides recommendations.
• Contributes to the preparation of information related to areas of assignment for Agency management, Board of Directors, and other government agencies.
• Performs other job-related duties as assigned.

Education and Experience:

Any combination of experience and education/training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Graduation from a four-year college or university with major course work in planning, environmental science, engineering, or a closely related field. Must have a minimum of one (1) year of experience obtaining, implementing, and complying with regulatory permits and approvals.

License or Certificate:

• Possession of valid California Motor Vehicle Driver’s license and be insurable with the Agency’s insurance at the standard rate, and continue to meet the established driving standards as a condition of employment for this position or suitable alternative transportation to be approved by the Agency.
• Persons employed in this classification are required to participate in Agency provided training to acquire basic First Aid and Cardiopulmonary Resuscitation (CPR) certificates during the initial 12 months of employment and continued maintenance of valid certificates as a condition of employment for this position.

Physical and Environmental Demands

• Standing & Walking – Mobility to stand and walk between work areas; to travel to various sites, including traversing and climbing uneven terrain; to attend meetings and to operate a motor vehicle.
• Lifting - Ability to safelyliftupto 10 pounds overhead and 20 pounds to waist level; both these requirements include bending at knees to facilitate proper lifting techniques: 1 minute up to 5 minutes per day.
• Manual Dexterity - Ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as operating a computer keyboard; copying, and adding machines; writing: 1 hour up to 8 hours per day.
• Visual – Ability to read printed materials and view a computer screen for long periods: 30 minutes up to 8 hours per day.
• Hearing andSpeech -Ability to communicate in person, before groups, and over the telephone.
• Mobility – Ability to work in a standard office setting and operate a motor vehicle to visit various meeting sites.?Job requires the ability to perform the following?activities:?reaching, carrying, pushing, pulling, stooping, and bending.?

Environmental Elements:

Employees work in an office environment with moderate noise levels, and controlled temperature. Employees may work onAgencyplant and construction site environment; travel from site to site; exposure to inclement weather conditions, noise, dust, grease, smoke, fumes, and gases; work on slippery or uneven surfaces; work or inspect underground; work around heavy construction equipment. Employees may interact withchallengingstaff and/or public and private representatives in interpreting and enforcing Agency policies and procedures.

Six month waiting period, accrual every pay period. 440 is the max accrual.

• 1-3 years = 80 hours/year
• 3-8 years = 120 hours/year
• 8-15 years = 160 hours/year
• 15-20 years = 176 hours/year
• 20-30 years = 200 hours/year
• 31+ years = 4 additional hours per year of service

Employees are granted 96 hours of sick leave, accrued per pay period. There is no limit to the amount of sick leave an employee may accrue due to the Public Employees Retirement System (PERS) sick leave conversion credit accumulation upon retirement.

Up to five days per incident. Employees can use sick, vacation, compensatory time, or Admin leave.

Temporary military leaves of absence will be granted to engage in ordered military duty.

13 paid Holidays per year + 1 floating holiday per year.

The Agency provides and pays for an EAP Program through Claremont EAP.

The employee will be reimbursed for books and tuition only and the employee will receive reimbursement of the course with a grade of "C" or higher. There is a 6 month waiting period for this benefit. Reimbursement is limited to the following maximums:

• - $1,000 per calendar year

• - $2,500 per calendar year
Master's Degree level
• - $3,500 per calendar year
