Overview:
We are seeking an Environmental Compliance Manager (SWPPP) to lead stormwater and multi-media compliance efforts while supporting permitting, reporting, and environmental management programs. This role combines technical expertise, project management, and client support to ensure regulatory compliance and successful project outcomes.
Key Responsibilities

Lead the development, implementation, and management of Storm Water Pollution Prevention Plans (SWPPP) for construction and industrial projects.

Conduct compliance monitoring, site inspections, and enforcement of SWPPP requirements.

Prepare environmental reports, plans, and permit applications across water, waste, air, and stormwater programs.

Identify and interpret applicable federal, state, and local environmental regulations.

Support project managers with permitting strategies and compliance solutions tailored to client needs.

Assist in developing monitoring, training, testing, record-keeping, and reporting protocols.

Prepare cost estimates, periodic status reports, and technical documentation for clients.

Apply engineering principles to provide environmental permitting and planning solutions for various facilities.

Travel to project sites for inspections, audits, and client meetings as needed.

Perform additional administrative and project-related duties as assigned.
Qualifications & Skills
-
Strong knowledge of stormwater regulations (industrial and construction) and broader environmental compliance programs, including hazardous waste, Tier II, TRI, SPCC, air permitting, and wastewater.

Experience developing and managing SWPPPs, conducting inspections, and preparing compliance documentation.

Effective verbal and written communication skills with clients, agencies, and project teams.

Strong analytical, problem-solving, and organizational skills with attention to detail.

Ability to work independently and collaboratively.

Proficiency in Microsoft Office Suite; experience with environmental management systems (EMS), ISO, or compliance auditing a plus.

Ability to meet deadlines, manage multiple projects, and adapt to changing priorities.

Valid driver’s license with a good driving record.
Requirements:
Education & Experience
-
Bachelor’s degree in Environmental Science, Engineering, or related field (or equivalent experience).

3–5 years of environmental compliance experience, with emphasis on storm water/SWPPP management.

Prior consulting experience and agency interaction strongly preferred.

Professional certifications (EIT, PE, CHMM, CPEA) a plus.

Must hold or be willing to complete Minnesota-approved SWPPP / stormwater training (e.g. designer, site management, inspection) in accordance with state permit requirements.”

Certifications such as CPESC, CESSWI, or equivalent training are preferred.

Refresher training every 3 years is required under Minnesota construction storm water permit rules.
