Proposal Summary:
Tetra Tech is recruiting an Environmental Engineer to lead our field team’s contributions to an anticipated assignment supporting the World Bank–financed Abuzabal Dumpsite Closure Project, a 28‑month effort focused on shaping and safely closing the existing dumpsite using geo‑synthetic materials, along with installing gas and leachate collection systems for the solid waste body. The project will be managed by the Ministry of Environment as part of its Greater Cairo Air Pollution Management and Climate Change Project.
As subcontractor to an Egyptian construction firm, Tetra Tech will be responsible for providing environmental health and safety monitoring, advisory and compliance services in support of the lead contractor’s obligations under the main contract for the Abuzabal Dumpsite Closure Project. This includes full alignment with the World Bank Environmental & Social Framework (ESF), Environmental & Social Impact Assessment (ESIA), Environmental & Social Management Plan (ESMP), applicable Egyptian laws and regulations, and international best practices.

Position Summary:
The Environmental Engineer will provide targeted technical support to the Construction of the Abuzabal Dumpsite Closure Project, ensuring that all project activities are executed in compliance with environmental standards and regulatory requirements. The role will focus on conducting site inspections, preparing and implementing environmental management plans, advising project teams on sustainability and compliance, and overseeing the design and installation of waste, water, and pollution control systems. The Environmental Engineer will lead Tetra Tech’s field-based team and oversee four other staff including health and safety specialists and a social development and gender expert.

Qualifications:
Postgraduate degree in Environmental Engineering, or Civil / Mechanical / Electrical engineering, or Environmental Science
Minimum 7 years of experience as an environmental specialist/officer in similar construction projects including team leadership and staff management responsibilities
Demonstrated experience with environmental assessment tools and software
Strong understanding of environmental regulations and ability to apply them in a construction context
Demonstrated environmental management experience in ESIAs, quantitative risk assessments (QRA), and soil and water analysis
Demonstrated ability to prepare and implement resources management plans
Ability to conduct visual inspections onsite, spot check environmental conditions, review machinery maintenance records according to reference testing methods (e.g., USEPA)
Experience with waste management and traffic management plans
Outstanding analytical abilities and problem-solving skills
Excellent knowledge of Egyptian national environmental legislation and World Bank Environmental & Social Standards or equivalent
Experience in national and regional projects related to civil works, especially solid waste management projects
Strong analytical, planning and project management skills
Excellent communication and interpersonal skills, with the ability to influence and engage stakeholders at all levels
Fluent in Arabic; Strong spoken and written English skills
