Tetra Tech is recruiting a HSE Specialist for an anticipated assignment supporting the World Bank&ndash;financed Abuzabal Dumpsite Closure Project, a 28‑month effort focused on shaping and safely closing the existing dumpsite using geo‑synthetic materials, along with installing gas and leachate collection systems for the solid waste body. The project will be managed by the Ministry of Environment as part of its Greater Cairo Air Pollution Management and Climate Change Project.</p><p>
As subcontractor to an Egyptian construction firm, Tetra Tech will be responsible for providing environmental health and safety monitoring, advisory and compliance services in support of the lead contractor&rsquo;s obligations under the main contract for the Abuzabal Dumpsite Closure Project. This includes full alignment with the World Bank Environmental &amp; Social Framework (ESF), Environmental &amp; Social Impact Assessment (ESIA), Environmental &amp; Social Management Plan (ESMP), applicable Egyptian laws and regulations, and international best practices.</p><p><b>

Position Summary:</b></p><p>
The HSE Specialist will support the Construction of the Abuzabal Dumpsite Closure Project by ensuring that all project activities adhere to health, safety, and environmental regulations. The role will focus on leading the development and implementation of HSE strategies, conducting risk assessments and audits, and providing expert guidance to project teams on compliance and hazard mitigation. The specialist will also deliver HSE training, monitor performance metrics, and promote a proactive safety culture across project operations.</p><p><b>
Responsibilities:</b></p><ul><li>
Lead the development and execution of HSE strategies that align with organizational goals and regulatory requirements.</li><li>
Conduct comprehensive risk assessments and audits to identify potential hazards and implement corrective actions.</li><li>
Collaborate with cross-functional teams to design and deliver HSE training programs that enhance employee awareness and engagement.</li><li>
Monitor HSE performance metrics and prepare detailed reports for management, highlighting areas for improvement and success stories.</li><li>

<div><p><b>Qualifications:</b></p><ul><li><p>
Minimum bachelor&rsquo;s degree in engineering.</p></li><li><p>
Minimum 7 years of experience as a health and safety specialist/officer in similar construction projects in solid waste.</p></li><li><p>
Safety procedures certificate (e.g. OSHA, NEBOSH or equivalent) certification.</p></li><li><p>
Significant experience in developing and complying with labor management plans including provision of HSE training, emergency preparedness and response plan for all phases of the project under their control.</p></li><li><p>
Experience recording and documentation of compliance and risk assessment (Qualitative / Quantitative).</p></li><li><p>
Excellent knowledge of national labor legislation; familiarity with World Bank Environmental &amp; Social standards or equivalent is a plus.</p></li><li><p>

Position Summary:</b></p><p>
The Environmental Engineer will provide targeted technical support to the Construction of the Abuzabal Dumpsite Closure Project, ensuring that all project activities are executed in compliance with environmental standards and regulatory requirements. The role will focus on conducting site inspections, preparing and implementing environmental management plans, advising project teams on sustainability and compliance, and overseeing the design and installation of waste, water, and pollution control systems. The Environmental Engineer will lead Tetra Tech&rsquo;s field-based team and oversee four other staff including health and safety specialists and a social development and gender expert.</p><p></p><p><b><br>
Responsibilities:</b></p><ul><li>
Manage team&rsquo;s site environmental inspections and verification of construction practices compliance with mitigation measures in ESMP, ESF, ESIA and other applicable regulations</li><li>
Oversee air quality monitoring (including dust levels); noise monitoring; water and leachate sampling; soil sampling; and provide gas monitoring support</li><li>
Support technical advisory and review in the areas of landfill reshaping, slope stability risks, capping system configuration, gas extraction and flaring systems, leachate system design and performance, risk identification and mitigation recommendations.</li><li>
Prepare reports and documentation to support regulatory compliance and environmental performance including monthly ESHS reports; environmental monitoring reports; incident investigation reports; safeguard compliance updates; responses to Engineer or Employer comments; World Bank safeguard mission documentation</li><li>
Lead project team on sustainability practices, environmental compliance, and safety; coordinate and lead staff training as needed</li><li>
Coordinate with government bodies and regulatory agencies to secure necessary approvals</li><li>
Conduct research and propose solutions for environmental challenges faced during construction</li><li>
Serve as primary field-based liaison with the prime construction contractor and Tetra Tech home office</li></ul>

Postgraduate degree in Environmental Engineering, or Civil / Mechanical / Electrical engineering, or Environmental Science</p></li><li><p>
Minimum 7 years of experience as an environmental specialist/officer in similar construction projects including team leadership and staff management responsibilities</p></li><li><p>
