Description of Work

This position provides oversight and management of multiple energy incentive and energy efficiency programs, including the Federal Inflation Reduction Act (IRA) Rebate Programs and the state Utility Savings Initiative program. This position is responsible for the project oversight, daily supervision, and performance management of the Energy Efficiency and Incentives Team. This team will work with internal and external stakeholders and contractors to design and stand up the rebate programs and will lead and assist USI members who manage their energy efficiency projects through grants, contracts and loans with universities, government agencies, nonprofit organizations and private firms.

Key Responsibilities:
Lead a project team to develop, implement, manage and report on new energy savings programs in North Carolina, including Federal BIL/IIJA Funding opportunities and IRA programs.
Assist with the development and submittal of the Annual State Energy Office Plan to the US Department of Energy.
Effectively lead the USI program and provide supervision to the Energy Efficiency and Incentives Team, including staff assignments, timesheets, project tracking, regular update meetings, guidance and feedback, work ethics, performance management, project activities and program priorities.
Provide support to the NC Energy Policy Council.
Prepare reports for US DOE, Fiscal Research, General Assembly, Governor’s Office, Other State Agencies, and others as requested and required.
Attend USDOE Program specific meetings to maintain and continually upgrade knowledge of energy efficiency and renewable energy developments, products, and organizations.

This Division provides services and technical expertise on energy efficiency, encourages the growth and development of the state's energy economy, and works to increase the use of renewable energy and alternative fuels. The State Energy Office supports energy efficiency in public buildings by assisting North Carolina governmental units manage the use and cost of electricity, water, and other utilities in their facilities. The State Energy Office provides programs, services, and technical expertise for advancing energy efficiency, increasing alternative energy and fuel sources, providing educational opportunities for the public, state and local governments, universities, schools, and businesses, and working closely with other state agencies in responding to energy emergencies during natural disasters and supply interruptions.

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

Minimum Education and Experience

Bachelor's degree in one of the agricultural, biological, engineering, environmental or natural resource sciences or a closely related curriculum from an appropriately accredited institution and five years of progressive experience in environmental work; or an equivalent combination of education and experience.
