Employee will be assigned to the Division of Mining and Reclamation, Permitting Section in the Logan Regional Office.

At the full performance level, employee will perform professional work as a writer for certain permit reviews.


Duties include:

  • Employee will be responsible for the review and evaluation of Article 11 (NPDES) permit applications to ensure technical and legal accuracy, completeness, and for the purpose of ensuring that the proposed water permit is designed in accordance with federal, state laws, rules, and policy. The type of applications that include but not limited to new permits, 401 State Certifications, reissuances, and modifications (Minor and Major).
  • Employee will analyze and evaluate data to ensure compliance with all applicable rules, regulations, and policies. Employee will interact with the public, other state and federal agencies, other WV Department of Environmental Protection personnel, lawyers, and coal/quarry mining representatives.
  • Employee will be responsible for corresponding with multiple state and federal agencies, the employee will advise coal/quarry mining applicants of deficiencies related to NPDES permit applications.
  • Employee will be responsible for the preparation of writing justification/rationale pages and draft permits. Employee will assist other writers as required in their reviews and the preparation of writing justification/rationale pages and draft permits.
  • Employee will be required to attend/participate in informal conferences and board hearings.

  • Employee must possess effective written and oral communication skills.

  • Employee will perform other duties as required and/or assigned.

  • Must have knowledge working in ESS and ERIS.

  • Regular attendance is an essential part of this position.

Minimum Qualifications

Training: Bachelor’s degree from an accredited college or university.
OR
Substitution: Additional full-time or equivalent part-time paid professional experience as described below may be substituted for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of training.
AND
Experience: Two (2) years of full-time or equivalent part-time paid professional experience in the acquisition, preservation, protection and enhancement of environmental/natural resources, environmental protection or in an agency-specific area related to environmental impact.
OR
Substitution: Graduate coursework from an accredited college or university may be substituted for the required experience at the rate of fifteen (15) semester hours for every one (1) year of experience.
