Primary Objective

PRIMARY OBJECTIVE
The City of Bloomington seeks an individual to plan, develop, implement, and evaluate programs and initiatives designed to promote equity, inclusion, and a healthy, connected workplace culture. This position serves as a project manager for initiatives that foster belonging, improve employee engagement, and ensure equitable access to opportunities and resources across the City organization. The role supports the City’s vision of being a vibrant, safe, and welcoming place where all employees and community members can thrive.

Examples of Duties

Project Management

  • Plan, develop, implement, and evaluate programs and initiatives designed to promote equity, inclusion, and a healthy, connected workplace culture
  • Lead and manage culture-based initiatives, including employee onboarding improvements, mentorship program development, and workplace culture assessments
  • Monitor and analyze program benchmarks using an analytical framework to show the impact and outcome of projects
  • Manage and maintain strong relationships with a broad set of stakeholders, including senior government officials and other stakeholders of City services
  • Bridge communications across diverse stakeholder groups to influence and advance equity and workplace culture initiatives while fostering trust and collaboration
  • Serves as staff liaison to the Human Rights Commission and ensure alignment with City goals for equity, inclusion, and community engagement
  • Track and analyze project benchmarks to demonstrate progress and outcomes
Workplace Culture Development
  • Lead or support Citywide initiatives that strengthen belonging, trust, and engagement among employees
  • Partner with Human Resources to integrate equity and inclusion principles into onboarding, performance management, and recognition programs
  • Facilitate employee listening sessions, surveys, and focus groups to assess organizational culture and identify opportunities for improvement
  • Promote cultural awareness, wellness, and professional development through events, campaigns, and trainings
  • Serve as a connector between leadership and staff, ensuring employee voice and feedback inform City policies and initiatives
Training and Learning
  • Collaborate across departments to implement training that builds cultural competency, inclusive leadership, and equity awareness
  • Create and maintain resources and toolkits that enhance staff understanding of systemic inequities and inclusive practices
  • Facilitate learning experiences that promote empathy, collaboration, and understanding across diverse teams
  • Support organizational learning goals by coordinating workshops, retreats, and leadership development sessions focused on belonging and engagement
Administrative and Technical Support
  • Draft internal and external communications to promote transparency, awareness, and engagement around workplace culture and equity initiatives
  • Respond to data and reporting requests on metrics related to equity, inclusion, and workplace culture
  • Support meeting coordination, presentations, and materials for leadership and community stakeholders
  • Perform other duties as apparent or assigned

KNOWLEDGE, SKILLS, & ABILITIES REQUIRED Project and Change Management
  • Knowledge of organizational development and project management principles
  • Knowledge of program planning, including evaluation, communication methods and techniques
  • Ability to create and manage comprehensive plans that identify all tasks, resources and deliverables required to achieve the desired results
  • Knowledge of performance and effectiveness measures
  • Experience leading institutional or organizational change related to equity and inclusion
  • Working knowledge of computer operations, applications, and software
Workplace Culture & Engagement
  • Understanding of employee engagement strategies, culture assessments, and organizational wellness initiatives
  • Ability to build relationships across departments and foster a sense of belonging among employees
  • Skilled in facilitation, team-building, and collaborative problem-solving
Equity & Inclusion Expertise
  • Knowledge of institutional and structural inequities, with the ability to apply equity principles to organizational practices
  • Experience working with diverse cultural, linguistic, and socioeconomic communities
Communication and Relationship Building Skills
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results
  • Good human relations skills and strong cultural agility
  • Experience developing multi-cultural and multi-racial teams to achieve racial equity through collective action
  • Team-building experience and skills
  • Problem-solving and conflict resolution skills
  • Skilled in presenting, training, and facilitating discussions with diverse audiences

Minimum/Desirable Qualifications

MINIMUM QUALIFICATIONS


  • Three years of experience performing human resources, diversity, equity, inclusion, organizational culture or project management work
  • Two years of experience facilitating DEI or workplace culture training
  • Ability to thoughtfully communicate with and respectfully engage diverse stakeholders around a shared vision for achieving results
  • Three years of experience applying culturally sensitive practices while working with individuals from diverse backgrounds
DESIRABLE QUALIFICATIONS
  • Bachelor’s degree or higher in human resources, organizational development, public administration, race/gender studies, or a related field
  • Three or more years in the public sector performing organizational development, diversity equity/inclusion or project management duties
  • Additional experience engaging community capacity building with marginalized communities, including BIPOC, first generation, LGBTQIA+, low income, and disability communities
  • Experience designing and managing employee engagement or wellness programs
  • Familiarity with survey design, data analysis, or organizational development assessment tools

Supplemental Information

SUPERVISION OF OTHERS
This position does not supervise others.

Anticipated Hiring Range: $3
9.39 – $41.78 Hourly
2025 Full Salary Range: $39.39 – $52.52 Hourly
