ERS is seeking a Data Analyst to perform routine to moderately complex (journey level) data analysis and data research work for all ERS benefit programs within the Group Benefits Program, as well as for contracts managed by the Group Benefits Division. Work is performed under moderate to general supervision of the Data Science and Analytics team manager, with limited latitude for the use of initiative and independent judgment.
Essential Responsibilities include, but are not limited to:
Performs Data Gathering and Analysis
Performs data reporting and analysis for all ERS benefit programs; insurance, flexible benefits, Medicare Part D and actuarial consulting.
Analyzes claim and premium experience on all insurance programs to determine financial integrity of each plan.
Researches benefit costs.
Reviews claims data to ensure benefits are processed correctly.
Prepares technical reports to help monitor the status of Accountable Care Organizations and other ERS initiatives.
Performs network analysis and develops reports to assist with management of GBP networks.
Researches business applications, methods and practices that may be applicable to the GBP.
Reconciles claims data to payments and researches discrepancies
Researches techniques for monitoring and evaluating programs.
Assists with research to help determine the financial impact on issues that impact ERS benefit programs.
Assist in reviews of federal and state legislation for applicability to and impact on ERS benefit programs.
Assists in developing rates and contribution strategies by pulling reports and performing research for self-funded health, dental, vision, disability, and optional life plans.
Assists in the implementation of new technologies to enhance ERS policies and procedures with respect to benefit purchasing, implementation and administration.
Performs Financial Analysis and Reporting
Prepares reports reflecting vendor credits, rebates and refunds expected and received.
Analyzes statistical and financial reports.
Prepares trend reports for all self-funded GBP programs.
Prepares rate spreadsheets, system text files and system load updates.
Assists in the preparation of agenda items and presentations to the ERS Board of Trustees.
Performs Data Visualization Reporting
Assists in development of and maintaining data dashboards using tools such as Tabealu to create interactive visualizations in order to track metrics for GBP programs
Assist in reviewing guidelines, procedures, rules and regulations and monitors compliance.
Assists in the development of contract values for governance reporting.
Assists in the development and review of procedures.
Assists in the calculation of vendor amounts at risk for performance guarantee assessments
Attends work regularly in accordance with agency leave and attendance policies.
Complies with all applicable agency policies and procedures, including safety and standards of conduct.
Other Duties and Responsibilities:
Data Analyst III performs all essential functions of the Data Analyst II role, in addition to the following:
Identify and interpret data patterns and trends and assess data quality.
Prepare concise, comprehensive technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions.
Required Minimum Qualifications: Your application for employment must reflect how you meet each of the following minimum qualifications:
1. Graduation from an accredited four-year college or university with a degree in science, mathematics, or similar analytic field. Qualifying experience beyond the minimum required may substitute for education.
2. Two (2) to four (4) years (depending on classification level) of professional experience in data or statistical analysis.
Preferred Qualifications: Your application for employment should reflect how you meet the following preferred qualifications:
3. Prefer data analysis experience in healthcare industry, insurance or employee benefits administration, especially with large group plans.
4. Prefer experience with statistical software such as Microsoft SQL Server, R, and Tableau.
