Description

As an Employment Benefit Specialist 2 (ESBS2) position within our SharedWork unit, you will work independently to issue determinations to allow or deny UI benefits and/or SharedWork employer plan determinations and advises employers and claimants of final rights and responsibilities. In this role your participation in SharedWork will support economic security through business preservation and job retention by providing technical, training, and operational guidance to employers and claimants. Contributing to an effective workforce system by strengthening state and community partnerships and assisting in maintaining a skilled and stable workforce by providing quality customer service and excellent service delivery. This is a full-time permanent position that is mainly telework but may need to attend in office meetings and/or events as necessary.

NOTE:
This full-time/permanent opportunity is available only to current Internal Employment Security Department employees.

Duties

You will provide direct customer support for adjudication, intake, employer plan determinations, and accommodation. You will apply complex laws, policies, rules, regulations, and procedures to process and adjudicate SharedWork Unemployment Insurance Claims on a variety of issues and/or SharedWork plan and participants/claimant’s determinations. Providing excellent customer service on a large volume of inbound and outbound customer contacts via phone, email, chat or other media in a timely and accurate manner.


On a typical day, our Specialists can be seen:
  • Research, gather, and analyze required information to make an accurate determination.
  • Detect discrepancies and clarify data through telephonic and electronic inquiries, correspondence, and interviews.
  • Conduct investigation interviews with claimants, employers, unions, and third parties.
  • Determine rebuttal requirements and the need for additional facts.
  • Recognize and re-calculate incorrect payments of benefits and establish overpayments.
  • Recognize and re-calculate participants/claimants for approval on a SharedWork employer plan.
  • Review claimant appeals and determine if appeal or redetermination is appropriate, as needed.
  • Provide timely and accurate employer plan determinations, employee eligibility within the 15-day timeliness guidelines in the law.
  • Provide timely and accurate participant additions to existing approved plans and/or removals the week received.
  • Provide excellent customer service on a large volume of inbound and outbound customer contacts via phone, email, chat or other media in a timely and accurate manner.
  • Assist employers and employer representatives, research issues and provide solutions in a professional, courteous, and timely manner.

Qualifications

Required: The qualified candidate will have the following experiences and/or education which may include a combination of education and/or relevant experience.

Option 1: Five (5) years of equivalent education/experience.

Option 2: One (1) year as an ES Benefits Specialist 1.

Option 3: One (1) year of experience equivalent to the ES Benefits Specialist 1 with another state that administers insurance benefits programs.

Option 4: Associate’s degree in a health or social science, public administration or a related field AND three (3) years of the required experience below.

Option 5: Bachelor’s degree in a health or social science, public administration or a related field AND one (1) year of the required experience below.

The required experience includes:

  • Legal Compliance & Decision Making: Ability to make decisions based on laws and policies.

  • Program Knowledge & Communication: Ability to explain program requirements and services.

  • Claims Processing & Adjudication: Skill in processing and adjudicating claims.

  • Fact-Finding & Advising: Ability to gather facts and advise on rights and responsibilities.

  • Problem Resolution & Communication: Skill in resolving issues and communicating outcomes.

  • Correspondence Management: Skill in managing correspondence on eligibility issues.

  • Versatility & Task Management: Ability to perform tasks of lower-level positions.

Required equity competencies:

The ability to take action to meet the needs of others.

Education to Experience Equivalences:
Associate's degree = 2 years | bachelor's degree = 4 years | master's degree or Higher = 5 years


Special Requirements/Conditions of Employment:

  • Must be able to pass Unemployment Insurance (UI) & Paid Family and Medical Leave (PFML) claim and fraud check.
