Job Description: Estimation Engineer (Marine Projects)

Abu Dhabi, UAE

Position Overview
The Estimation Engineer (Marine) is responsible for preparing accurate, competitive, and technically compliant cost estimates for marine, port, coastal, and civil infrastructure projects. This role involves detailed technical review, quantity take-off, cost buildup, supplier coordination, and preparation of complete tender submissions covering a wide range of marine and civil engineering works.

Key Responsibilities

1. Tender Review & Technical Analysis

  • Review tender documents, drawings, BOQs, specifications, and addenda.
  • Identify all marine, port, civil, and logistical components within the project scope.
  • Assess project constraints such as tides, water depths, access limitations, and marine traffic requirements.

2. Quantity Take-Off & Cost Estimation

Marine & Coastal Works

  • Estimate costs for beach nourishment including sourcing, loading, transport, offloading, spreading, and profiling.
  • Cost estimation for coastal protection works such as revetments, breakwaters, and groynes.
  • Marine excavation, dredging, seabed profiling, backfilling, and rock placement.
  • Temporary marine access works: cofferdams, pontoons, floating plant mobilization/demobilization.
  • Deployment of oceanographic instruments (current meters, tide/wave sensors, moorings, subsea frames).

Port & Docking Facility Works

  • Estimation for construction, repair, and refurbishment of:
  • Ports, marinas, and docking terminals
  • Fixed jetties, quay walls, and berthing structures
  • Floating pontoons, walkways, access bridges
  • Costing for fender systems, bollards, cleats, ladders, and mooring components.
  • Pile installation works for jetties and pontoons.
  • Associated MEP works including lighting, power, firefighting, and water systems for marine facilities.

Marine Transportation & Logistics

  • Barge and tugboat mobilization, chartering, and operational cost estimation.
  • Marine transport of rock, sand, construction materials, machinery, pontoons, and equipment.
  • Cost buildup for fuel consumption, crew, permits, and marine route planning.
  • Loading/unloading operations, port fees, and logistics for oceanographic deployments or marine survey campaigns.

Civil Infrastructure Works

  • Earthworks: excavation, grading, backfilling, compaction.
  • Utilities: stormwater, sewer, potable water, electrical duct banks, manholes, chambers.
  • Concrete works: foundations, retaining walls, culverts, slabs.
  • Roadworks: subbase, kerbstones, pavement layers.
  • Site preparation, demolition, and temporary works.

3. Supplier & Subcontractor Management

  • Request, evaluate, and compare quotations from suppliers and subcontractors.
  • Work with suppliers of marine equipment, logistics providers, civil subcontractors, and specialized marine component vendors.
  • Ensure compliance with project specifications and technical requirements.
  • Maintain an updated cost database for marine plant, labor, materials, and logistics services.

4. Proposal Development

  • Prepare technical and commercial proposals including:
  • Execution methodologies (marine, port, logistics, civil)
  • Construction sequencing and logistics planning
  • Equipment allocation and marine fleet utilization
  • Preliminary schedules
  • Risk assessments, exclusions, and clarifications
  • Ensure complete and timely submission in line with tender requirements.

5. Site Visits & Data Collection

  • Conduct site visits to assess:
  • Water depths, tides, seabed conditions
  • Access routes and logistical constraints
  • Jetty/port conditions for upgrades or refurbishment
  • Coordinate with survey teams for bathymetric and topographic data.

6. Internal Coordination & Support

  • Work closely with engineering, planning, marine operations, procurement, and finance teams.
  • Support management during tender clarifications and negotiations.
  • Prepare detailed handover packages for awarded projects.

7. Continuous Improvement

  • Update cost norms and productivity rates based on actual performance.
  • Monitor market trends for marine transport, rock supply, steel, concrete, and marine equipment rentals.
  • Develop value-engineering proposals to enhance competitiveness.

Qualifications

  • 5–7 years’ experience in estimation for civil and/or marine construction projects (UAE/GCC experience preferred).
  • Strong knowledge of marine infrastructure (piling, quay walls, dredging, revetments, precast elements).
  • Proficient in AutoCAD, MS Excel, and estimation software.
  • Good understanding of regional market rates, suppliers, and subcontractors.
  • Strong analytical, numerical, and communication skills.

Job Type: Full-time

Pay: AED6,000.00 - AED8,000.00 per month
