. Strategy

  • Actively participates in the commercial activity of the department in bid estimations and budget elaborations. Lead generation when possible and cross selling initiatives

  • Contributes to the risk management of the department

2. Management of operations

  • Participates in the mobilization of the newly awarded contracts or projects

3. Business Development

  • Plan and execute pre-bid site surveys: verify quantities, measure areas, sample assets, and capture constraints (access, permits, logistics, night works).

  • Build BOQs and cost models: labour, materials/consumables, plant/tools, access (MEWPs/scaffolds), testing/commissioning, prelims, overhead & profit, and contingency.

  • Develop clear pricing assumptions, inclusions/exclusions, and clarifications; align with scope boundaries and SLA/KPIs.

  • Coordinate and participate with the procurement department in vendor/OEM/subcontract quotes; maintain a live cost library and productivity database.

  • Coordinate with HFM, SFM and Environmental Services to validate maintenance strategies (PPM/RM), spares lists, mobilisation costs, and staffing models.

  • Prepare value-engineering alternatives and optional items; quantify cost/risk/time impacts.

  • Compile tender pricing schedules, rate analyses, and cash-flow/forecast curves; support bid reviews and negotiations.

  • Handover: provide priced BOQ, cost breakdowns, and procurement schedules to delivery teams upon award.

4. HSEQ and Compliance

  • Ensures all safety standards are adhered to, minimizing accident risk.
  • Complies to all U.A.E. Laws and associated governing bodies
  • Ensures quality is compliant to all international standards.
