Federal 21st Century Community Learning Center (CCLC) statute requires that programs undergo evaluation to assess progress toward providing high-quality opportunities for academic enrichment and overall student success.

LOCATION: Nita M. Lowey 21st CCLC: Selah and Ellensburg Programs

Job Summary:

The 21st CCLC External Evaluator is responsible for creating a review process to evaluate the effectiveness of 21st CCLC Programs located in Selah, WA and Ellensburg, WA by developing feedback methods, conducting user interviews and recording results for evaluation.

We are seeking a program evaluator who has formal training in research and/or evaluation and has experience in conducting program evaluation.

S/he creates a plan to increase programming quality and user satisfaction, and is required to deliver regular and annual reports to all stakeholders

QUALIFICATIONS:

  • Educational Level: Master's Degree & minimum of three years of relevant experience in a governmental, nonprofit or private sector delivery organization
  • Excellent communication skills with the ability to give written and oral reports
  • Familiar with current data-gathering techniques and technology
  • Able to analyze and interpret data
  • Excellent interpersonal skills and knowledge of interviewing techniques
  • Team-oriented attitude for training others in the program and a professional demeanor for interacting with stakeholders and program users.

Experience with evaluating educational programs

Experience with nonprofit organizations

Mindful of the 21st CCLC staff as their customer

Regular communication with 21st CCLC leaders, responsive to their needs

MAJOR RESPONSIBILITIES AND DUTIES:

These essential job functions are not to be construed as a complete statement of all duties performed. The employee will be required to perform other duties as assigned.

1. Develop a logic model in November depicting key components and relationships among needs, program goals, inputs (resources), outputs (activities and implementation fidelity), and expected outcomes. Participate fully in the development of the logic model and overall process and outcome evaluation planning and implementation. The model must include the theory of change behind the program, and is the foundation of program planning, evaluation, program management, continuous improvement, and communications.

2. Create an improvement plan: a working document that guides the center throughout the continuous improvement process, based on identified key improvement areas determined from evaluation activities, along with details on how to address them. Similar to creating outcomes, improvement strategies are recommended to be framed with SMART (specific, measurable, attainable, relevant, time-based) criteria. Improvement planning is the heart of the continuous improvement process.

3. Create an Executive Summery and Comprehensive Annual Evaluation Report: Required elements to be included within the summary include:

4. Conduct on-site quality observations.

5. Document process and outcome results to guide decision making

6. Conduct quantitative and qualitative data analysis and assist centers in understanding results.

7. Complete the End-of-the-Year Summative Evaluation Report and submit to program director for public posting, including a summary of results for submission to OSPI.

  • Attend annual Evaluation Information Session with OSPI and local leaders
  • Talk with students, parents, staff and other stakeholders frequently
  • Be accessible
  • Visit no less than twice a year
  • Collaboratively work with site coordinator and program manager in collecting data and determining program revisions for continuous improvement.
  • Use state-provided reporting forms.
  • Be trained in 21st CCLC data system. Access data directly from OSPI Data Portal instead of tasking the 21st CCLC local program leaders to provide data.
  • Complete formative assessments as described in the Local evaluation Guide and Toolkit.

Job Type: Contract

Projected Total Compensation: $10,000.00 per year
