Executive Director, Information Technology

Role Overview:

Ensure the efficiency and effectiveness of the Information Technology sector by overseeing the implementation of IT policies, regulations, and guidelines. The role is responsible for meeting the organization’s needs for IT infrastructure and applications while enabling continuous performance improvement, supporting digital transformation, and implementing the organization’s IT strategy.



Key Responsibilities:

• Develop strategic plans and programs for the IT department and oversee their implementation after approval.

• Supervise affiliated administrative units and coordinate their activities to ensure operational integration and optimal utilization of available resources.

• Oversee the development and implementation of IT policies across the organization.

• Lead the development of the digital transformation roadmap and apply best practices in IT governance and management while ensuring the expected benefits from IT projects are achieved.

• Contribute to the development and update of the vision, mission, and strategic objectives for information and communications technology within the organization.

• Prepare periodic progress reports on IT projects, monitor performance indicators, identify obstacles, assess risks, and coordinate with the Project Management Office.

• Oversee the preparation and execution of the five-year IT strategy.

• Supervise the preparation of technical specifications and requirements for IT projects in coordination with relevant departments within the organization.

• Oversee the development of the annual operational plan and estimated budget for the department and monitor its implementation.

• Supervise the development and continuous improvement of IT operational processes and procedures.

• Monitor national ICT initiatives and programs and leverage relevant opportunities for the organization.

• Oversee studies related to IT service needs and requirements.

• Design and develop the enterprise IT architecture supporting the organization’s operations and ensure proper documentation.

• Oversee the development and implementation of IT service development programs and initiatives within the organization.

• Manage and operate IT services in line with recognized best practices and standards.

• Develop and manage internal and external digital portals, e-services, and smart applications, and establish frameworks and tools for business intelligence and data analytics.



Qualifications & Experience:

Bachelor’s degree in Database & Network Design or a related field, with a minimum of 12 years of experience. Alternatively, 10 years with a Master’s degree or 8 years with a PhD in a relevant discipline.
