Why does the job exist?
This position exists to provide executive-level human resources leadership and strategic consultation to the Workers' Compensation Administration (WCA). The Executive Manager, Human Resources ensures that all human capital functions including employee relations, labor relations, workforce planning, classification, compensation, payroll and professional development are managed effectively, lawfully, and in alignment with the agency's mission and operational goals. This position actively participates in the development of the agency's strategic plan, offers strategic support and consultation to both line staff and management and is responsible for identifying best practices and driving continuous improvement for the WCA.
How does it get done?
This position will be responsible for:- Participation with WCA leadership to ensure the Agency is situated to meet it's mission, goals and strategic objectives.
- Direct supervision of two (2) HR Generalists
- Ensure Agency compliance of all DFA, SPO and state and federally mandated time-lines, policies and procedures;
- Previous experience and direct oversight of:
- Employee / Labor Relations
- Compensation and Classification
- Workers compensation, FMLA and ADA accommodation requests
- Assistance to General Counsel in the request of personnel related documents for IPRA requests
- Policy development, revision and maintenance at the direction of the HR Manager
- Payroll and Recruitment
- Transactions and Record keeping

Minimum Qualification
Bachelor's Degree in any related field and nine (9) years of experience in training, staff development, designing courses, producing instructional aides/materials, human resource operations, recruitment, selection, payroll, compensation, and benefits administration and/or occupational analysis. Three (3) years of supervisory experience as it pertains to the essential duties and responsibilities of this classification. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling thirteen (13) years, to include three (3) years of supervisory experience, may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a valid New Mexico Driver's License. Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment.
Working Conditions
Work is performed in an office setting. Exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending, lifting and reaching may be required. Ability to complete assignments with a high level of accuracy within strict time constraints. Frequent use of office machine and equipment. Must be able to lift 25-30 lbs. Required to drive a State Vehicle in course of job duties. Occasional travel may be required.
