Job Description:
- Lead procurement of GenAI-related hardware components (GPUs, servers, edge devices, etc.).
- Manage procurement and subscription of cloud-based services (AWS, Azure, Google Cloud) for AI/ML workloads.
- Procure and maintain licenses for GenAI and ML-related software and platforms (e.g., APIs, SDKs, open source/commercial tools).
- Float and manage Requests for Quotations (RFQs)/Tenders in accordance with Procurement Policy and GFR (General Financial Rules).
- Ensure compliance with procurement policies, IT governance, cybersecurity standards, particularly concerning public fund utilization.
- Maintain vendor databases, negotiate pricing/contracts, and ensure timely delivery of equipment/services.
- Monitor supply trends and risks in AI infrastructure markets to inform purchasing strategy.
- Collaborate cross-functionally with IT, Finance, and Engineering to forecast tech requirements.
- Prepare procurement documentation, justifications, and reports for review by administrative and audit committees.
Minimum Qualifications and Experience:
- Bachelor’s degree in engineering or technology (preferred: Computer Science, Electronics, IT).
- 3–4 years of experience in technical procurement, with at least 2 years in IT/Cloud/Software.
- Experience procuring GenAI/AI/ML-related tools, cloud credits, or hardware is highly desirable.
- Strong understanding of cloud infrastructure, GPU ecosystems, licensing models, etc.
- Solid understanding of public procurement procedures, e-tendering platforms, and General Financial Rules (GFR).
- Proficiency in documentation, vendor management, and cross-functional coordination.
- Proven ability to negotiate with tech vendors and manage end-to-end procurement cycles.
- Excellent communication, analytical, and vendor management skills.
- Knowledge of ERP systems (SAP, Oracle, etc.) and e-procurement tools is a plus.
Required Expertise:
- Certification in Supply Chain Management or IT Procurement (e.g., CIPS, CSCP).
- Familiarity with AI frameworks (TensorFlow, PyTorch) and developer ecosystems.
- Prior experience supporting R&D, Innovation Labs, or Tech Incubators.
- Experience in procurement for DST, MeitY, or AICTE-affiliated programs, or for Centers of Excellence/Innovation Hubs.
- Understanding of AI/ML concepts, technical specifications, and open-source software ecosystems.
