Supervise staff and provide oversight and management to assist District in managing Express Lanes, freeways, and managed lanes or the contracts associated with the installation, operation, and maintenance of express and managed lanes. Manage and communicate with other agencies, departments, Local and Regional officials, independent engineers, District management and Central Office Divisions. Responsible for overall program management to include monitoring compliance with VDOT and FHWA Standards and Specifications; Baseline Asset Report Updates; Dispute Resolution; Coordination for financial reporting and management of financial obligations; public outreach related to customer service, planned lane closures, marketing, public relations and emergencies. Supervise staff conducting complex analysis and providing support to assigned operational program area.
How you will contribute:
- Financial Accountability: Administer major maintenance reserve in accordance with Project Financing Agreements. Oversee Project Enhancement Account according to Comprehensive Agreement (CA). Interact with Financial Planning (Central Office); monitor ETC services (timely customer service, distribution of transponders, toll collection issues, etc.). Resolve annual maintenance budget issues, review and update TIFIA annual finance plan. Develop and monitor VDOT Express Lanes operations budget.
- Program Administration: To ensure safety and security of the traveling public and construction workforce during the Operations phase of the Tolling Project. May oversee and manage contracts associated with installation, operations and maintenance of express and managed lanes. Review and establish policies for documentation. Review retention and destruction policies and modify as necessary for the long-range multi-year project lifespan. Establish retrieval procedures for warranty and claim issues. Monitor and update Joint Operations and Maintenance Protocol, the annual Life Cycle Maintenance Plan, Major Maintenance Reserve and Periodic Maintenance. Interface with District Maintenance on snow and ice removal issues. Ensure compliance with SAFTELU, Maintenance Management System Compliance; Operations and Maintenance report monitoring and inspections requirement compliance.
- Program Facilitation and Dispute Resolution: Apply program management philosophy to meet programmed scope and budgetary objectives for the Express Lanes Program. Facilitate resolutions on differing perspectives between stakeholders and VDOT.
- Program Management and Communication: Ensure Comprehensive Agreement is engaged for maintenance, incident, dispute, warranty and other issues. Track and enforce all project warranties. Administer the Electronic Toll Service Agreement and monitor the tolling services for emergency suspension, compensation event claims, excessive HOV, applicable concessionaire operations budget, financial model reviews, FHWA Tolling Agreement and SAFETLU compliance. Coordinate with other projects, agencies or departments to coordinate and engage independent engineers as needed. Coordinate with Local and Regional officials, independent engineers, public entities, District management, operational staff and Central Office Divisions.
Public Outreach: Develop a public education and awareness program to facilitate MOT during maintenance activities. Communicate with direct impact area property owners. Communicate with elected officials and other stakeholders based on the intensity of maintenance and operational activities. Coordinate with local agencies, inform the public of anticipated traffic changes or delays.

- A combination of training, experience, or education in Business Administration or related field desired.

- Extensive experience in leading project teams in resolving engineering, business and financial issues.
- Extensive experience managing complex transportation facilities or projects and studies.
- Professional Engineer license or Engineer-in-Training certificate.
