About the External Affairs Specialist position:
The External Affairs Specialist provides oversight and direct management of the division’s social media accounts and provides specialized technical writing skills for documents, press releases, and speeches. The position ensures the regular, timely, and accurate flow of critical public safety information across the division’s social media platforms. The selected candidate will provide detailed and technical writing, editing, and formatting services for documents, graphics, press releases, speeches, and any other report or document necessary to appropriately communicate the division’s intended messaging. The External Affairs Specialist will create graphics, edits photos, and builds content for an external facing audience. Additionally, this position serves as the lead for coordination of information and communications for the Recovery and Hazard Mitigation Sections of North Carolina Emergency Management.

About External Affairs:
The Office of External Affairs and Communications for North Carolina Emergency Management works to provide public safety information on all phases of disaster. Providing factual, timely, and accurate information to the public, media, as well as to federal, state, local, and tribal partners is at the core of this office’s mission.

About NCEM:
The mission of North Carolina Emergency Management is to enhance North Carolina’s resiliency through active collaboration, communication, and coordination of protection, prevention, mitigation, response and recovery measures.

Knowledge, Skills and Abilities / Competencies

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Management Preferences

  • Skilled in social media platform management.
  • Skilled in document formatting, graphics design, speech writing, and/or other technical writing.
  • Knowledge in public affairs, public information, or external affairs in a government setting.

Minimum Education and Experience Requirements

Some state job postings say you can qualify by an “equivalent combination of education and experience.” If that language appears below, then you may qualify through EITHER years of education OR years of directly related experience, OR a combination of both. Bachelor’s degree from an appropriately accredited institution and one year of progressively responsible emergency management, emergency services, or other professional experience directly related to the area of assignment; or an equivalent combination of training and experience.

Transcripts

Military Experience

o A current member of the North Carolina National Guard in good standing must attach a NGB 23A (RPAS).
