The Role
We are currently seeking an Estimator for our client, an established FM service provider based in Dubai. The FM Estimator is responsible for preparing accurate and competitive cost estimates for Facilities Management services, including hard FM, soft FM, and integrated FM contracts. The role involves analysing tender documents, site information, and client requirements to develop detailed pricing, cost plans, and commercial submissions that support successful bid outcomes while ensuring profitability and compliance. Key Responsibilities: - Review and analyse RFPs, ITTs, contracts, drawings, and scope documents for FM tenders. - Prepare detailed cost estimates for hard FM (MEP, HVAC, civil, BMS, fire systems), soft FM (cleaning, security, landscaping, pest control), or integrated FM services. - Conduct site visits and surveys to assess service requirements, access conditions, asset condition, and operational risks. - Develop pricing models, BOQs, cost breakdowns, and life-cycle costing where required. - Identify commercial risks, assumptions, exclusions, and qualifications for inclusion in tender submissions. - Liaise with operations, procurement, and subcontractors to obtain accurate pricing and technical inputs. - Evaluate supplier and subcontractor quotations for compliance and value. - Ensure estimates align with client specifications, service levels, KPIs, and SLAs. - Support preparation of commercial proposals, bid clarifications, and value engineering options. - Maintain historical cost data and benchmark pricing for continuous improvement. - Assist in post-tender negotiations and handover to operations teams. Ensure compliance with company commercial policies, health & safety, and statutory requirements.
Requirements
- Bachelor’s degree or diploma in Engineering, Quantity Surveying, Facilities Management, or related field. - Extensive experience in FM estimating, cost planning, or commercial roles (depending on seniority). - Strong understanding of FM service delivery models, contracts, and pricing structures. - Experience with lump sum, cost-plus, and performance-based FM contracts preferred. - Proficient in Excel and estimating software (e.g., CAFM, ERP, cost models) - Ability to interpret technical documents and specifications - Strong communication and negotiation skills
