POSITION SUMMARY
Plans, organizes, and directs the work of employees in the construction, maintenance, and repair of Town facilities and systems. ESSENTIAL FUNCTIONS

- Plan, supervise, and coordinate the general maintenance, construction, and repair of Town facilities and systems.
- Supervise and train staff engaged in a variety of construction, maintenance, and repair activities that require knowledge of skilled trades, including but not limited to electrical, mechanical, HVAC, plumbing, carpentry, and painting; provide coaching and evaluate performance for annual reviews; participate in hiring staff.
- Direct staff and contractors in the accomplishment of major and minor renovation projects for Town facilities.
- Plan and accomplish preventative maintenance, repairs, and renovation of Town facilities and associated systems, including but not limited to HVAC, electrical, emergency generators, and plumbing.
- Procure and manage a variety of contracts for maintenance and repair services; prepare specifications and obtain bids.
- Monitor and manage readiness of emergency generators, including but not limited to operational checks and fuel monitoring.
- Provide preventive maintenance for building systems and facilities; inspect facilities and equipment periodically to determine needs; make recommendations for replacement or the acquisition of new equipment.
- Manage and assign work orders for maintenance requests with an understanding of priorities, staffing, and workload.
- Maintain maintenance records and track preventative maintenance and repairs made to buildings, facilities, and systems in a work order system.
- Maintain CCTV systems, electronic door access systems, and fire sprinkler systems.
- Maintain facilities and equipment in parks that require work associated with building trades.
- Coordinate and provide the power needs for special events and festivals.
- Track expenditures and recommend cost-saving measures.
- Plan for long-term capital improvements and facility upgrades.
- Provide projections for operating and capital budgets, utilizing best practices to optimize the replacement cycles of mechanical systems and facilities to ensure effective and efficient operations;
- Evaluate and make recommendations for deferred maintenance priorities.
- Participate in the review of plans for new construction and building renovations.
- Prepare requisitions for the purchase of supplies, materials, and equipment, following appropriate procurement practices and best practices.
- Prepare records and written reports.
- Provide training on safe work practices in the use of tools & chemicals and exposure to biohazards & other hazardous materials.
- Remain current in methods, practices, and materials by reading manuals and trade publications and attending classes.
- General housekeeping of work areas, vehicles, and equipment, and ensures staff maintain a clean work area.
- May operate a variety of equipment as required by job duties, including but not limited to scissor lifts, boom lifts, forklifts, bucket trucks, etc.
- Plan and organize emergency response; respond to after-hours emergencies.

KNOWLEDGE, SKILLS, AND ABILITIES

- Thorough knowledge of the safe use, operation, and preventive maintenance of mechanical equipment.
- Considerable knowledge of principles, practices, procedures, and equipment used in the repair and maintenance of plumbing, HVAC, electrical, carpentry, and painting trades.
- Considerable knowledge of procurement laws, rules, and regulations applicable to purchasing materials and supplies and the use of outside contractors.

- Knowledge of asset management and an ability to develop capital replacement schedules.

- Basic computer and internet skills, including using Microsoft Office products and any software/systems necessary to perform the duties of the position.
- Skill to operate a variety of tools and equipment to make repairs in building trades.
- Skill in planning, organizing, and repairing buildings, and having the knowledge of local contractors to contact and accomplish technical facilities maintenance.

PHYSICAL REQUIREMENTS
- Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
- Must be able to perform heavy work exerting in excess of 100 pounds of force occasionally, and/or in excess of 50 pounds of force frequently, and/or in excess of 20 pounds of force constantly to lift objects.
- Must possess the visual acuity to work with data and figures, operate a computer, use measuring devices, operate equipment and vehicles, monitor work site progress, and inspect and assure the accuracy and thoroughness of work.
WORKING ENVIRONMENT
Must be conscious of safety methods to avoid injury to others and themselves; May be subject to hazards, including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, proximity to moving mechanical parts, vibrations, dust, mists, fumes, oils, tight quarters, and narrow passageways. This position is subject to all State and Federal OSHA regulations, including, but not limited to, the following: bloodborne pathogens, hazard communication/GHS, personal protective equipment, slips, trips, and falls, etc.
EDUCATION AND EXPERIENCE REQUIREMENTS
- High school diploma, GED, or high school equivalency from an accredited educational institute.
- At least five (5) years of professional experience in building maintenance and repair or building construction trade (electrical, mechanical, and HVAC), with experience in the operation of related equipment, with one (1) year of supervisory experience of skilled trade workers.
CERTIFICATE AND LICENSE REQUIREMENTS
- Possession of a valid North Carolina or South Carolina Class B CDL Driver's License (with no restrictions) or an ability to obtain one within 12 months of start date. Class A CDL Driver’s License preferred.
- A minimum of a Limited Electrical Contractor's license is required. An Unlimited Electrical Contractor's License, HVAC License, and/or Certified Facility Manager (CFM) designation is preferred.
CONDITIONS OF EMPLOYMENT
