POSITION SUMMARY

Performs technical and trades work in the maintenance, repair, and upkeep of Town buildings and facilities.

An employee in this class is responsible for maintaining and repairing the Town’s buildings, equipment, and systems, performing work on various equipment. Trades work performed includes electrical, carpentry, plumbing, construction, and painting, requiring basic to journey-level skills, but a license in one of the trades is not required. Performs preventive maintenance on equipment and systems and engages in the diagnosis and repair of HVAC systems, electrical systems, water-based fire sprinkler systems, plumbing systems, door locks, door closers, and electronic access systems.

Work requires initiative and basic knowledge and skills of the varied trade practices. The employee oversees contract workers when assigned to assist in building maintenance. Work requires exposure to inside and outside environments, in extreme cold and hot weather. Hazards in the work include: exposure to loud noises, vibrations, proximity to moving mechanical parts, electrical current, working in high places, and exposure to chemicals, fumes, odors, dusts, mists, gases, and oils. The employee is also subject to OSHA Standards on blood-borne pathogens.

Work is performed under the general supervision of the Facilities Maintenance Supervisor and is reviewed through observation and discussion for quality, appearance, and functionality.

ESSENTIAL FUNCTIONS

  • Performs semi-skilled to journey-level trades work in several trades, including but not limited to electrical, carpentry, painting, masonry, plumbing, and HVAC.
  • Assists the Facilities Maintenance Supervisor in overseeing the work of contractors that may be performing a variety of work, including but not limited to installing new roofs, electrical, and/or plumbing systems; repairing HVAC; or making major repairs on buildings, facilities, and their systems; ensures work is completed in accordance with Town expectations, relevant safety standards, and best practices in the applicable trade(s).
  • Repairs and maintains interior and exterior lighting; installs and replaces lights, light fixtures, and ballasts; installs and repairs switches and outlets; installs/runs wires and fuse boxes, assuring proper grounding and line wiring; adds indoor and outdoor lighting fixtures; maintains electrical panels.
  • Maintains, troubleshoots, and repairs door locks, closures, and electronic access system.
  • Maintains, repairs, and installs plumbing fixtures; unstops drains; installs valves, and toilets; repairs leaks on kitchen and bathroom plumbing fixtures, including commodes and urinals; maintains all pipes from the street to the facility and may participate in the repair of pipes under Town streets.
  • Maintains HVAC systems including diagnosis and repair of the systems; performs preventive maintenance, replaces filters, checks belts, troubleshoots the system, cleans evaporator and condensing coils, and troubleshoots electrical components.
  • Maintains, repairs, and replaces doors and locks.
  • Performs carpentry and related construction work; frames and insulates walls and installs trim molding; repairs, remodels, and/or replaces building structures; repairs loose hinges; caulks windows and replaces broken glass; builds shelves, cabinets, and fences; hangs, replaces, or repairs walls, patches holes; and replaces, fixes, or repairs any damaged wood in buildings, facilities, and other Town-owned structures.
  • Operates a variety of hand and power tools; operates a Town vehicle.
  • May develop material and supply lists needed for assigned jobs; purchases materials and supplies in accordance with Town policies and state laws.
  • Performs all work in accordance with OSHA and Town safety standards and regulations.
  • Responds to citizen’s questions while working on projects, providing information about the project and/or referring the person to the appropriate resource within the Town.
  • Performs related duties as required.

  • Thorough knowledge of safety regulations, occupational hazards, and precautions to perform the work in a safe and efficient manner.
  • Knowledge of the methods, practices, principles, and techniques used in a variety of building trades, such as carpentry, general construction, electric, plumbing, painting, and heating/air conditioning systems.
  • Journey-level knowledge of the methods, tools, and equipment used in the assigned trades.

PHYSICAL REQUIREMENTS

  • Must be able to physically perform the basic life functions of climbing, balancing, stooping, kneeling, crouching, reaching, standing walking, pushing, pulling, lifting, grasping, feeling, talking, hearing, and repetitive motions.
  • Must be able to perform heavy work exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently; and/or up to 20 pounds of force constantly to move objects.
  • Must possess visual acuity to assemble or fabricate parts; to operate machines such as drills and power saws; to perform skilled trade tasks of a non-repetitive nature; to use measurement devices; to keep and maintain various records; and to determine the accuracy, neatness, and thoroughness of work assigned.

WORKING ENVIRONMENT

Must be conscious of potential hazards and safety practices to avoid injury to others and themselves; May be subject to hazards including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, proximity to moving mechanical parts, vibrations, dust, mists, fumes, oils, tight quarters, and narrow passageways. This position is subject to all State and Federal OSHA regulations, including, but not limited to the following: bloodborne pathogens, hazard communication/GHS, personal protective equipment, slips, trips, and falls, etc.

EDUCATION AND EXPERIENCE REQUIREMENTS

  • High school diploma, GED, or high school equivalency from an accredited educational institution.
  • Must have experience in a variety of building trades, such as carpentry, general construction, electric, plumbing, painting, and heating/air conditioning systems.
  • An equivalent combination of education and experience that provides the necessary knowledge, skills, and ability to successfully perform the essential duties of this position will be considered.

CERTIFICATE AND LICENSE REQUIREMENTS

Must possess or be able to obtain a valid North Carolina Driver's License within 60 days of employment with a safe driving record. (If you possess a South Carolina Driver’s License and maintain residence in South Carolina, you are not required to attain a North Carolina Driver's License.)
