Facility Manager "Malls Background"

As a Facility Manager , you will assume full responsibility for and ensure the efficient technical operation and delivery of hard services and engineering services for Al Marasem. You will lead the technical and operational team, maintain asset integrity, enforce safety compliance, manage service contractors, and drive continuous improvement across all facility functions — all within agreed budgets and in alignment with Al Marasem's strategic objectives. Your role involves providing leadership, technical guidance, and support to site personnel to maintain safe, efficient, and high-quality facility operations.

Your responsibilities will encompass the following key areas:

Facility Operations Management:

  • Supervise and monitor all facility-related operations, including maintenance, utilities, and equipment, ensuring compliance with organizational standards and safety regulations.
  • Allocate necessary resources, including manpower, materials, and tools, to ensure smooth facility operations.
  • Manage planned, reactive, and incidental works delivery; implement hard services plans by directing the team in routine and scheduled jobs.
  • Conduct regular inspections to enforce safety standards, quality of service, and customer satisfaction within allocated budgets.

Financial Dimensions:

  • Prepare the annual budget for staff, consumables, tools, capital expenditure, and contract costs based on historical data and projected expenditure.
  • Present the budget to management for approval; administer the approved budget to ensure adherence to financial limits.
  • Periodically review staffing levels with management to meet operational standards and maintain optimal budget control.

Contract & Supply Chain Management:

  • Establish SLAs and KPIs for all outsourced contractors, track performance, and identify gaps in service levels.
  • Manage daily operations of sub-contractors, consumables, and equipment; oversee tender processes and implementation of sub-contractor performance.
  • Maintain inventory of mall-owned spares and ensure best-value management techniques in contracts.
  • Develop and implement contract delivery strategies to achieve operational benefits.

Asset Management:

  • Negotiate and recommend procurement of capital equipment according to operational needs.
  • Ensure new assets are entered into the pre-planned maintenance program (PPM) and undergo full QA procedures.

Staff Management:

  • Full responsibility for recruitment, selection, training, development, and succession planning for in-house teams.
  • Manage outsourced contracting supervisors and staff, implementing service standards, monitoring grooming, hygiene, communication, and guest service levels.
  • Arrange training programs to maintain and continuously improve team performance.

Health, Safety & Environmental Management:

  • Ensure the safety of all personnel by enforcing health, safety, and environmental standards across facilities.
  • Conduct safety checks on all electrical boards, installations, and fire-fighting systems in tenant premises and common areas.
  • Promote energy-efficiency projects and sustainability initiatives, improving water and electricity usage while reducing operational costs.

Reporting & Communication:

  • Prepare routine and ad hoc reports to keep management informed about all facility operations issues and take necessary action.
  • Provide monthly financial analysis for operations reports and maintain effective communication channels with stakeholders.
  • Attend meetings with clients, consultants, and internal teams to ensure alignment with organizational objectives.

To excel in this role, candidates should possess the following qualifications and attributes:

  • 7–10 years of relevant experience in a shopping mall, retail complex, or real estate environment.
  • Background in Civil Defense coordination and compliance for a public assembly building is highly advantageous.
  • Demonstrated experience managing multi-disciplinary in-house teams and outsourced service contractors simultaneously.
  • University degree in Engineering or a related technical discipline (preferred). Bilingual — English and Arabic speaking skills are highly desirable.
  • Experience in facility management, maintenance planning, and safety protocols within a large retail or commercial environment.
  • Strong organizational, budgeting, and project management skills.
  • Postgraduate qualification preferred: MBA, PMP, or FMP certification.
