The mission of the Idaho Department of Labor is to support individuals through career transitions, determine benefit eligibility, connect employers with workers and oversee tax and labor law compliance.

The Idaho Department of Labor is recruiting for a Facility Services Manager to provide facility oversight and leadership for the agency. The Idaho Department of Labor currently manages nine buildings with more than 550 employees located throughout the state of Idaho.

The incumbent will develop and implement facilities management policies and procedures; provide training and resources for the facilities services staff; and supervise maintenance, operations, and administrative personnel. The incumbent will direct the utilization and scope of contract maintenance services, supplies and equipment; evaluate cost, time and manpower estimates; and resolve problems between in-house and contract personnel. They will also be accountable to manage the various facilities related contracts (i.e. leases, co-locator agreements, etc.) for the agency.

The ideal candidate will have strong knowledge and understanding of Idaho codes as well as rules and regulations of the Division of Public Works and Division of Building Safety. Additional desired skills include building operations and oversight with strong communication and organizational skills. The ability to communicate and interact with many different types of customers is critical for this position. Job Responsibilities:

  • Supervise three facilities and supply staff, assign work, and evaluate performance.
  • Coordinate preventative maintenance and contracted services for nine department buildings (janitorial, landscaping, snow removal, HVAC, etc.).
  • Assess condition of building assets and identify priorities for replacement/repair.
  • Manage facilities budget and prepare requests for project funding.
  • Provide direction for building construction and renovation projects managed by the Division of Public Works.
  • Ensure that project scopes and timelines are identified and executed in alignment with executive priorities.
  • Communicate with external agencies (Division of Public Works, Division of Occupational and Professional Licenses, etc.) to ensure compliance with state rules and regulations.
  • Communicate with local office managers and other staff regarding facilities projects.
  • Identify measures to reduce facilities operating costs.
  • Manage leases and co-location agreements for Labor offices.
  • Maintain oversight of supply operations, equipment surplusing and fleet management.
  • Develop and implement facilities management policies and procedures.
  • Provide training resources for the facilities and supply staff.
  • Resolve problems between in-house and contract personnel.

Minimum Qualifications: You must possess all the minimum qualifications below to pass the exam for this position. You must attach a resume, work history and references to your application. Some knowledge of:

  • Security systems and practices. Typically gained through successful completion of prescribed vocational education; OR Successful completion of seminar/workshop/training program equivalent to a two-day course (approximately 15 hours) specific to the subject area and at least 1 year successful work experience performing a variety of the tasks and functions specific to the subject area; OR At least one and a half years of successful work experience performing a variety of the tasks or functions specific to the subject area (or the experience required to successfully complete and apprenticeship/training program in the subject field)
  • Renovating and repairing commercial buildings. Typically gained by approximately six months of experience performing a variety of tasks and functions specific to the subject area.
Good knowledge of:
  • Budget development and monitoring. Typically gained by approximately two years of full-time experience developing and monitoring a budget with responsibility for planning and preparing budget requests coupled with monitoring spending of an operations budget.
  • Space planning and utilization. Typically gained by at least six months experience where space planning and utilization was a job responsibility OR Successful completion of seminar/workshop/training program equivalent to a two-day course (approximately 15 hours) specific to the subject area.

Experience:


  • Managing staff.
    This is typically gained through at least one year of experience where responsible for interviewing and selecting staff, providing work direction and training, evaluating performance, and generating employer problem solving solutions.
  • Writing purchase bid specifications. Typically gained by at least one year experience writing purchase bids for jobs.
  • Developing service and equipment maintenance contract requirements. Typically gained by successful completion of a training course or workshop (approximately 20 hours) specifically covering contract administration OR six months' experience in collection, organization and evaluation of data to be utilized for contract development and monitoring.
  • Writing and negotiating contract terms. Typically gained by successful completion of a training course or workshop (approximately 20 hours) specifically covering contract administration OR six months' experience in collection, organization and evaluation of data to be utilized for contract development and monitoring.
  • Preparing equipment maintenance schedules. Typically gained by successful completion of a training course or workshop (approximately 20 hours) specifically covering contract administration OR six months' experience in collection, organization and evaluation of data to be utilized for contract development and monitoring.

Preferred Qualification:

  • Good knowledge and understanding of Idaho Codes as well as rules and regulations of the Division of Public Works and Division of Building Safety. Typically gained by at least two years-experience working with government agencies demonstrating good knowledge and understanding of Idaho codes as well as rules and regulations of the Division of Public Works and Division of Building Safety.
