We are currently looking to fill a Family Engagement Manager role at our Wheaton office.
SALARY:
- The average starting salary for this position will fall in the range of $68,000 and $72,000 annually. Where candidates fall in this range will be based on skill and experience level.
ESSENTIAL JOB FUNCTIONS:
- Implement policies, procedures, and standards relevant to Early Head Start, Head Start, Preschool for All and Prevention Initiative programs (EHS/HS/PFA/PI) in the areas of Family Engagement and ERSEA.
- Oversee the program’s implementation of the Parenting Curriculum and Family Meetings/Workshops.
- Supervise and provide coaching to Eligibility and Enrollment Technician and Family Support Responsible for recruitment, enrollment, and eligibility determination as defined by Early Learning program policies and State and Federal regulations.
- Facilitate the Family Support Worker meetings and ensure that Family Support Workers are actively recruiting families for the program.
- Provides comprehensive professional coordination to facilitate the daily function of eligibility and enrollment in the ERSEA area.
- Train all Head Start staff and Head Start Oversight Board members on ERSEA and provide Eligibility Training to individuals completing intake for the Early Learning programs.
- Develop on-going monitoring systems for Family Engagement and ERSEA component including but limited to monitoring and tracking follow-up and analysis of family and community services, enrollment and attendance.
- Write and submit reports based on data entered into Child Plus. The reports identify trends, compliance issues, accuracy of data entry, and other information needed as determined by Director of Early Learning and/or OHS.
- Using appropriate data sources, assist in the coordination of the Family Needs Assessment and the Community Needs Assessment.
- Ensure that all data entered in Child Plus is current and accurate for the monthly Program Information Report, record-keeping and documentation.
- Assist in all areas of recruitment at centers, public relations events, conducting in-service training to community agencies and attends trainings, conferences and meetings as required.
- Maintain record keeping and reporting systems, including service area plans, schedules, timelines, and policies and procedures for family engagement and ERSEA services in accordance with Head Start Performance Standards and applicable laws and regulations.
- Oversee work tasks and activities based on Family Partnership agreements to ensure the full delivery of integrated service.
- Ensure effective transition planning – into, moving from EHS to HS, and out of the program for children and families in collaboration with the program supervisor.
- Assist in planning and preparing special events or activities.
- Provides active supervision to ensure the safety of Head Start children while in the classroom, during transitions, and while on the playground. Ensures that no child shall be left alone or unsupervised.
- Assists in the development of the agency’s annual Head Start self-assessment.
- Participate in program recruitment efforts to maintain full enrollment.

KNOWLEDGE, SKILLS, and ABILITIES:
- Proficient knowledge of Head Start Performance Standards, State Preschool & Licensing Regulations Services and resources for preschool children 3-5 years.
- Ability to relate effectively with parents and staff, work collaboratively with management, communicate effectively with a diverse workforce, and display a positive regard for and sensitivity to diverse families.
- Ability to troubleshoot basic problems and prepare comprehensive reports.
- Ability to develop and maintain strong community relations and positive interpersonal relations.
- Ability to organize records and paperwork processes and consistently demonstrate excellent oral and written communication skills.
- Prepare and present reports, training plans, and workshops.
- Ability to consistently relate effectively with children, parents, staff, and local services providers.
- Maintain confidentiality and exercise tact and discretion in answering questions and releasing information.
- Provide prompt, efficient and responsive service in a demanding work environment.
- Analyze and project consequences of decisions and/or recommendations.
- Ability to analyze, and interpret periodicals, professional journals, technical procedures, and government regulations in fields relevant to position.
- Ability to effectively communicate with community members and groups, managers, regulatory agencies, and families both individually and in group settings.
- Ability to work as a positive team member.
- Computer skills, including Internet operations & knowledge of various software programs such as MS Word, Excel, Power-Point, and Published.
QUALIFICATIONS:
- Bachelor's degree in family services, psychology, sociology or related field required.
- 3+ years of experience in early childhood education with increasing levels of
administrative responsibility required. - 1+ year of the required experience must be at the supervisory level in an early childhood setting, or licensed day care center required.
- Master’s degree in family services, psychology, sociology or related field from an accredited college or university preferred.
ADDITIONAL REQUIREMENTS:
- Satisfactorily pass all relevant screenings and criminal background checks.
TRANSPORTATION/TRAVEL REQUIREMENTS:
- Driving for work required with a personally owned vehicle. Travel between sites required.
PHYSICAL DEMANDS:
While performing the essential duties of this job, the employee is required to sit and stand for sustained periods of time, frequently talk, hear, use hands and fingers to feel, handle, and operate objects or controls, and occasionally stand, bend, stretch, stoop, kneel and crouch. The employee is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures, transcribing, and viewing a computer terminal.
