*This is a Civil Service and CSEA position, and preference will be given to internal candidates and candidates that reside in the City of Utica, NY.

DISTINGUISHING FEATURES OF THE CLASS: This position involves responsibility for providing professional vocational guidance and related services to individuals participating in various aspects of a family self-improvement training program. The duties include assisting program clients in formulating and modifying an employability plan which may involve remedial education, work experience, specialized skill training, job placement and related screening and supportive services. The incumbent is called upon to exercise sound professional judgment in formulating and carrying out plans to meet individual problems. The work is performed under the administrative supervision of a higher-ranking employee with some leeway allowed for the exercise of independent judgment in can-yang out the technical details of the work. Unusual problems or situations, not previously encountered, are referred to a superior before action is taken. Supervision of others is not a responsibility of an employee in this class. Does related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Interviews clients applying to participate in components of the program to determine eligibility and formulate a plan which may involve remedial education, orientation to working situations, skills training and related Support services;
  • Provides information to clients regarding job opportunities, training or apprentice programs and vocational education to best prepare the client for employment;
  • Devises education, vocational and support service client program plan, including progression of services and anticipated completion dates;
  • Organizes meetings to teach residents about housing development rules, regulations and operation;
  • Organize programs on topics of interest to residents;
  • Interviews clients to assess family needs and completes a needs assessment evaluation which will identify client strengths and possible obstacles;
  • Maintains client case records, including computer filing, maintenance and retrieval;
  • Coordinates educational, vocational and recreational programs and community support service providers to meet client needs, and utilize external funding sources to assist clients in meeting educational/vocational program plan through senior centers and other sources;
  • Connect residents with educational and recreational programs through the- city senior center; Distribute consumer materials available from organizations such as State and area agencies on aging, the American Association of Retired Persons, the National Council of the Aging, Senior Centers, Councils on Aging, legal services offices, or the services or programs themselves (such as Medicare and Medicaid);
  • Maintains contact with clients throughout participation in the assigned component such as on-the-job or skills training, remedial education, etc., and provides periodic guidance in meeting established plan goals;
  • Reviews clients' history to gather and evaluate information related to prior work experience, education, specific skills, physical, personal and social background to aid in formulating a training plan;
  • Assists families in planning, negotiating, and developing goals-to identify and explore short- and long-term goals and to gain access to supportive services required by program goals;
  • Provides support and motivation in filling out necessary forms relating to program and assists and guides the client in educational or vocational career choices;
  • Reviews cases and goals to help develop and change goals as needed for each family member and to respond to problems;
  • Assists in the formulation of policies and procedures;
  • Advises superiors regarding current problems and progress of overall-programs and policies;
  • Operates office equipment as required;
  • Performs a variety of related duties as necessary and as requested for the efficient execution of the functions of the department.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES and PERSONAL

CHARACTERISTICS: Good knowledge of concepts related to education, cultural, environmental and personal factors influencing lives of persons who are economically disadvantaged, senior citizens, low income or unemployed; good knowledge of interviewing practices and procedures; good knowledge of community organizations and human service agencies; good knowledge of services provided in an Housing Authority educational/vocational program; good knowledge of sources for occupational information related to vocational guidance, training and placement; ability to evaluate client vocational interests and aptitudes; ability to communicate program goals and services to individuals and groups and stimulate their interest; ability to work with clients in a variety of vocational guidance situations; ability to establish and maintain effective interpersonal relationships; ability to understand, interpret and prepare written materials; ability to maintain confidentiality of all aspects of this department; ability to work effectively with public and private agencies and organizations; ability to achieve good public relations; integrity; good judgment; accuracy; resourcefulness; initiative; tact and courtesy. Physical condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS, INCLUDING SPECIAL REQUIREMENTS:

(A) Graduation from a regionally accredited or New York State registered college or university with a Bachelor's Degree in Education, Human Services or Resources, Psychology, Sociology, Counseling or a similar field; OR

(B) Graduation from a regionally accredited or New York State registered college with an Associate's Degree in Education, Human Services or Resources, Psychology, Sociology, Counseling or a similar field and two (2) years of full time paid experience as a counselor, caseworker, employment interviewer or similar title in a community action, employment and training, vocational training or similar program dealing with the employment, training and/or job placement of individuals; OR

(C) Graduation from High School and four (4) years of full-time paid experience as a Counselor, Caseworker, Employment Interviewer or similar title in a Community Action, Employment and Training, Vocational Training, or similar-program dealing with the employment, training, and/or job placement of individuals.

Pay: $40,514.00 per year
