Purpose

The Community-Based Protection Officer is responsible for implementing community-based protection (CBP) activities at the field level, with a focus on identifying protection risks, strengthening community structures, promoting self-reliance, and ensuring timely referrals for individuals at risk. The role emphasises meaningful community engagement, accountability to affected populations, and coordination with service providers to enhance protection outcomes.

Key Responsibilities

Community Engagement & Outreach

• Conduct regular outreach visits within target communities to build trust and maintain strong relationships with community members.
• Facilitate community meetings, focus group discussions, and awareness sessions on protection-related topics.
• Support the formation and strengthening of community structures (e.g., community committees, women and youth groups) with inclusive and equitable representation.
• Promote community participation in identifying protection risks, priorities, and solutions.

Protection Monitoring & Case Identification

• Identify individuals and groups at heightened risk (including women, children, persons with disabilities, the elderly, and other vulnerable groups) through community engagement.
• Monitor protection trends, risks, and concerns within the community and report findings to the Field Coordinator.
• Support safe and confidential identification of protection cases, ensuring a survivor-centred and do-no-harm approach.
• Maintain accurate records of protection concerns and activities, ensuring confidentiality at all times.

Referral & Coordination

• Facilitate referrals to relevant service providers (legal aid, health, psychosocial support, shelter, livelihoods, etc.) in accordance with established referral pathways.
• Coordinate with local stakeholders, service providers, and community focal persons to ensure effective and timely support.
• Follow up on referrals, where appropriate, to ensure access to services and address gaps.

Capacity Building & Awareness

• Conduct awareness sessions on rights, available services, protection principles, safeguarding, and community-based protection mechanisms.
• Support community members in developing coping strategies and self-protection mechanisms.
• Assist in capacity-building activities for community volunteers and focal points.

Reporting, Documentation & Accountability

• Prepare regular activity reports, case summaries (non-identifiable), and protection updates as required.
• Collect and contribute to protection data and analysis to inform program planning and advocacy.
• Support Accountability to Affected Populations (AAP) by promoting feedback and complaint mechanisms within the community.
• Ensure compliance with organisational policies, safeguarding standards, and data protection protocols.

Other Duties

• Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organisational policies and operational requirements.

Qualifications & Experience

• Preferably Bachelor’s degree in Social Work, Sociology, Psychology, Development Studies, or a related field.
• At least 1 year of experience in community-based protection, social mobilisation, or humanitarian programming.
• Strong understanding of protection principles, confidentiality, and referral mechanisms.
• Experience working with vulnerable populations and diverse communities.
• Ability to communicate effectively in English and relevant local languages.
• Willingness and ability to conduct regular field and community visits.
