We are seeking qualified candidates for the position of Fiber Program Manager (IT Professional – B) in the Seattle Information Technology (Seattle IT) Department in the Security and Infrastructure Division. The Fiber Program Manager will coordinate cross-departmental efforts, lead vendor and contractor fiber infrastructure deployments, be responsible for fiber infrastructure outage responses, and ensure that all fiber-related projects are delivered on time, within scope and aligned with the city’s strategic goals. This position reports to the Core Communication Services Manager.

The Core Communication team delivers radio services for public safety and other government departments. It provides extremely reliable infrastructure and support for end-user mobile and portable radio equipment. The group installs and maintains communications equipment inside 911 dispatch centers and City vehicles, with primary support to SPD and SFD. The team also supports regional planning, maintenance, interoperability testing, and projects (including PSERN and Washington OneNet) in partnership with other local, state, and federal agencies. This team also designs, acquires, installs, maintains, repairs, and manages in-building structured cabling systems and outside plant fiber optic and copper cable infrastructure for the City and approximately 20 external public agency partners.
Key Responsibilities

Manage the planning and oversight of fiber engineering efforts, including the design and deployment of aerial and underground fiber optic infrastructure

Develop project agreements and maintain relationships within the city and with non-city customers

Prepare Seattle City Light pole, Seattle Department of Transportation (SDOT) street use, and SDOT major project permits

Assign work to and manage contractors and order materials for projects

Develop detailed documentation of fiber infrastructure using AutoCAD, ESRI GIS, and OSP Insight software

Maintain relationships with external partner agencies, permitting agencies, contractors, and vendors

Work with budget analysts and Core Communication Services Manager to ensure financial alignment and clear communications across fiber program initiatives.

Provide primary operational support to address fiber infrastructure outages and coordinate contractor responses to outages. Communicating to infrastructure users the status of outages and repairs

Complete annual pole, conduit, and vault inventories for $1.1M in annual fiber maintenance billing.

Assisting the Core Communication Services Manager in defining future fiber infrastructure strategic direction and technology enhancements.

Other duties, at commensurate IT Professional level, may be assigned on an as-needed basis.
Additional Information
The full salary range for this position is $52.63 - $79.00 per hour. The salary for this position has been identified up to $70.00 per hour, depending on experience.
Workplace Environment: The requirements of this position include the successful candidate’s ability to visit field locations in order to understand the work required, interact with contractors, and inspect outages. These locations include active construction areas.
This position offers flexibility of a hybrid work schedule. At this time, hybrid schedules require at a minimum three days onsite per week. Individual schedules are determined by operational needs. Due to employee sensitivity, Seattle IT maintains a fragrance-free environment.
