Field Applications Analyst, Information Systems (DLS Oahu)

RESPONSIBILITIES


Diagnostic Laboratory Services, Inc. (DLS) is Hawaii’s largest locally owned and operated clinical and anatomic pathology laboratory. DLS is proud to serve the communities of Hawaii, Guam and Saipan and utilizes state-of-the-art testing and value-based informatics to promote optimal patient care to positively impact patient lives.

SCHEDULE
Regular Full-Time
Must be available Monday through Friday from 8:00am to 4:30pm and for occasional after-hours support.
Must be flexible with schedule changes to meet operational needs.

HIRING RANGE
$65,646.00 to $85,943.00 annually
Actual pay commensurate with experience

JOB SUMMARY
Coordinates and performs testing and implementation of enterprise system solutions and serves as a Subject Matter Expert (SME) for these systems. Manages multiple medium to large sized projects simultaneously using project management tools and techniques. Utilizes data analytics to identify and implement system improvements as assigned by the Manager/Supervisor.

DUTIES AND RESPONSIBILITIES
1.Manages assigned projects within DLS using project management and quality tools. (25%)
  • Works with business owners to establish requirements, project scope, feasibilities, and timelines.
  • Consults with Information Systems (IS) technical personnel to identify technical options.
  • Works with Manager/Supervisor as appropriate to establish financial and staff resource requirements based on project scope and timelines.
  • Conducts consultant/vendor selection.
  • Coordinates vendor Request for Proposal (RFP) processes, as appropriate.
  • Ensures feasibility of technical proposal under the advisement of the appropriate IS Manager and/or Supervisor.
  • Tracks projects as defined in Department and/or company policy and procedures, identifying and reporting budgetary variance and project scope deviation promptly to Manager/Supervisor as appropriate.
  • Consults with executive sponsors on issues affecting resource requirements and timelines.
  • Submits monthly project status report to Manager/Supervisor as required.
2.Evaluates business requirements for enterprise business applications integration. (25%)
  • Solicits and identifies customer requirements.
  • Develops test plans and schedules to determine enterprise business applications' reliability, functionality, performance, usability, and integration with other DLS business applications.
  • Reviews testing plans and tracks and documents the development and results of these plans.
  • Provides feedback to vendors, and internal team(s) as appropriate.
3.Troubleshoots, debugs, identifies and analyzes problems for various technical solutions. Documents all system changes. (25%)
  • Debugs Health Layer 7 (HL7) and other interface messages as appropriate.
  • Drafts technical specifications and related documentation on systems operating procedures for review and approval of the manager/supervisor.
  • Screens and evaluates enterprise software modification requests for validity and feasibility and provides recommendations to the appropriate manager/supervisor.
  • Identifies and analyzes problems; makes decisions and takes appropriate action(s).
  • Supports operations after normal business hours as required.
4.Identifies and recommends system and workflow enhancements as identified by data analytics and as assigned by the Manager/Supervisor. (10%)
  • Utilizes data analytic tools to identify potential issues and improvement areas.
  • Coordinates and/or participates in conference calls and meetings to ensure communication among all internal and external parties.
  • Collaborates with internal departments, vendors and clients to find solutions.
  • Implements solutions and/or redefine workflows to maximize the functionality of systems.
  • Provides SME (Subject Matter Expert) support as necessary.

5.Performs testing and training on the deliverables affecting the workflow in various areas of the laboratory. (10%)

6.Maintains documentation as required by regulatory bodies such as, but not limited to, the College of American Pathologists (CAP) as appropriate. (5%)

7.Performs other duties as required.

JOB DEMANDS
Typical Physical Demands:
  • Requires corrected vision and hearing to normal range.
  • Able to sit and use a PC up to two (2) hours continuously.
  • Able to carry, lift, push or pull items or equipment up to thirty-five (35) pounds.
  • Able to travel by ground and/or air occasionally.
Typical Working Conditions:
  • Work environment includes conditions common to administrative offices.
  • Generally works in an indoor, air-conditioned area.
QUALIFICATIONS
Education:
Required:
  • Bachelor’s degree from an accredited college or university (High School diploma plus four (4) years of Information Technology work experience in healthcare systems or Associate’s degree plus two (2) years of Information Technology work experience in healthcare systems may substitute for Bachelor’s degree)
Preferred:
  • Bachelor’s degree in Information Systems, Information Technology, Computer Science, Medical Technology or related field.
Experience:
Required:
  • Four (4) years of user experience with Laboratory Information Systems or Hospital Information Systems.
  • Two (2) years experience in project management and user training.
  • Two (2) years experience in new systems implementations.
Preferred:
  • Supervisory experience.
  • Customer service experience.
  • Experience in solving complex clinical laboratory processes in various areas of the laboratory.
  • Experience with Antrim or EPIC.
Skills:
Required:
  • Ability to communicate effectively in English, both in verbal and written form.
  • Ability to work effectively both independently with a team.
  • Excellent customer service skills.
  • Effective coaching skills.
  • Proficient in Microsoft Office suite or similar software.
  • Intermediate to advanced proficiency in system requirements and data analysis.
  • Demonstrated analytical and organizational skills.
Other Qualifications:
  • Able to travel between business locations.
