United Nations High Commission for Refugees (UNHCR) in Pakistan is looking for following positions in multiple locations, on a third-party contract.

Organizational Context and Scope:
To ensure the effective implementation of border monitoring and protection activities, the recruited Field Assistants will require basic operational support and orientation. Upon recruitment, UNHCR will provide a briefing and orientation covering border monitoring procedures, monitoring protection incidents, reporting requirements, protection principles, and coordination mechanisms with relevant stakeholders, including partners.
Responsibilities and Accountabilities:
- Monitor and observe PAK-Iran cross-border movements and report on trends related to inbound and outbound movements of persons of concern, including arrests along the route.
- Identify and document protection risks and concerns affecting individuals at border points, ensuring that monitoring activities are conducted in line with humanitarian principles, protection standards, and organizational policies.
- Conduct monitoring activities and establish regular and constructive working relationships with local authorities, border authorities and implementing partners .
- Refer individuals with specific protection needs to relevant service providers and providing regular reports.
- Consistently apply international and national law and applicable UN/UNHCR and IASC policy, standards, and codes of conduct.
- Monitor the implementation of the UNHCR programme, including the delivery of all assistance items, including infrastructure, as needed.
- Undertake regular visits to holding sites and police stations to assess the needs of people of concern, with particular attention to vulnerable groups.
- Represent UNHCR in the physical monitoring of projects.
- Assist in drafting reports, routine correspondence, updating relevant databases, and compiling statistics within the Area of Responsibility (AoR).
Qualifications and Experience :
- 3 years relevant work experience with a bachelor’s in law, Social/ Political science, or any other relevant areas of study.
- Demonstrated knowledge of protection principles and humanitarian standards.
- Experience in protection monitoring, border monitoring, or humanitarian field operations.
- Ability to work in sensitive operational environments.
- Strong interpersonal and coordination skills with the ability to build positive relationships with government authorities and stakeholders.
- Good analytical and reporting skills.
- Familiarity with the local context and border dynamics will be an asset.
- Good Working knowledge of English required and proficient in Pushto and Persian would be a key asset.
